Description
The Kentucky Public Service Commission regulates the intrastate rates and services of more than 1,100 investor owned electric, natural gas, telephone, water and sewage utilities, customer-owned electric and telephone cooperatives, water districts and associations, and certain aspects of gas pipelines. Our mission is to foster the provision of safe and reliable service at a reasonable price to the customers of jurisdictional utilities while providing for the financial stability of those utilities by setting fair and just rates.
The Public Utilities Financial Analyst II position serves as team lead with a team of professional Public Service Commission staff, as a member of the revenue requirements branch of financial analysis. Participates in the examination of technical cases and issues including revenue requirements for utilities, utility accounting procedures, and financing. Analyzes complex rate making, financial and accounting issues in the regulation of public utilities' operations for the Public Service Commission. Develops, reviews, recommends, and communicates new policies, operating procedures, and rules relating to case filings, utility rates, services rules, and revisions. Provides guidance and advice to management and commissioners.

Responsibilities may include, but are not limited to:
  • Prepare various formal documents including complex data requests, internal memos, Staff Reports, and drafts of Commission Orders in various cases.
  • Draft orders stating and explaining the Commission's decisions regarding allocations and rate design issues.
  • Serve as team leader on cases; plan, organize, and assign responsibilities; schedule and conduct team meetings and informal conferences.
  • Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree in accounting, economics, finance, mathematics, statistics, business administration, or a related field.
EXPERIENCE, TRAINING, OR SKILLS: One year of professional experience in public utility accounts analysis, rate design analysis, public accounting, government accounting, or auditing.
Substitute EDUCATION for EXPERIENCE: Master's degree in accounting, economics, finance, mathematics, statistics or business administration will substitute for the required experience.
Substitute EXPERIENCE for EDUCATION: Certification as a Certified Public Accountant will substitute for the required education and one year of the required experience.

Working Conditions
Work is performed in an office setting. Occasional travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
