Description
The Finance and Administration Cabinet, Division of Real Properties manages the Commonwealth of Kentucky’s real property and is hiring a Property Management Branch Manager. Responsibilities include the acquisition of property required by the Commonwealth (excluding highway right-of-way, Universities and the Kentucky Community and Technical College System); maintaining an accurate inventory of owned and leased state property; managing state government parking facilities in the Franklin County area; leasing land and/or buildings for use by state agencies; maintaining space assignment records of all state-owned buildings managed by the cabinet; and preparing quarterly occupancy charges for all cabinet-managed buildings. The Division acquires, sells, leases and inventories real property, as well as designs and space plans state owned and leased properties. The Property Management Branch Manager is a valued member of the Real Properties team in the Leased Properties Branch, which primarily assists agencies with their leased property needs. The branch manager oversees all tasks of the branch, conducts lease projects, and provides leadership for the Property Management Program Analysts in this branch. Key Responsibilities:
Manage the Leased Properties Branch
Procure new leased space through competitive bidding
Modify lease terms as needed to meet agencies needs
Meet with agency representatives and owners
Conduct site visits
Draft lease agreements, lease modifications and correspondence
Prepare detailed reports as required or requested by management
Preferred Knowledge/Skills/Abilities:
Strong written and verbal communication
Knowledge of leasing real property
Perform under pressure to complete projects in a timely manner
Familiarity with related Housing, Building and Construction standards
Proficient with Microsoft Office products – mainly Outlook and Word

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree in public or business administration, management, real estate or a related field.
EXPERIENCE, TRAINING, OR SKILLS: Four years of experience in property analysis/evaluation.
Substitute EDUCATION for EXPERIENCE: Graduate training in property analysis/evaluation or a related field will substitute for one year of the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: Additional experience in property analysis/evaluation or a related field will substitute for the bachelor's degree on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Incumbents working in this job title will be required to visit property sites. Inspect and write reports on the construction site.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
