Summary: This position is responsible for providing leadership, direction and oversight to counseling, disability, guardianship and aging programs at Commonwealth Catholic Charities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

· Assess counseling and disability service needs in the CCC service area; oversee the development of new programs or expansion of programs and services.

· Ensure the effective provision and delivery of services through program planning, compliance with regulatory standards, and best practice standards.

· Build and maintain relationships with key stakeholders and partners in the behavioral health and disability services arena.

· Provide leadership and direction to all counseling and disability services staff, either directly or through supervisors on legislation, policies, and best practices

· Ensure cost effective service delivery, prepare and reconcile budgets for assigned programs; respond to budget variances as needed.

· Develop, review, assess, and strengthen policies and procedures related to the programs.

· Evaluate and ensure staff training and development needs are met.

· Monitor and enhance program effectiveness; work with PQI staff to develop and implement evidence-based practice models and appropriate outcome measurements.

· Oversee the collection of program data and preparation of reports to meet agency and contractual requirements.

· Develop an evaluation tool for customer satisfaction and stakeholder inquiries.

· Review financial statements with managers.

· Assist the Development Department with grant requests and oversee the implementation of grants and contracts for counseling, disability and aging services.

· Negotiate and secure contracts for department services with agencies in the community.

· Performs routine day/evening travel and occasional overnight travel to monitor all service locations and to attend trainings and meetings.

· Serves as back-up to on-call system and act as secondary contact to on-call staff.

· Assists in external reviews for COA, DARS, CSB/BHA, DMAS, DBHDS, etc. as needed.

· Participate in overall promotion of the programs within the community.

· Represents the Agency in the community and workplace in a professional and ethical manner.

· Demonstrates sensitivity to the service population’s cultural and socioeconomic characteristics.

· Demonstrates strong interpersonal, decision-making, problem-solving, oral, and written skills.

· Utilizes a basic knowledge of Microsoft Office applications.

Qualifications


EDUCATION and/or EXPERIENCE: Master’s Degree in a related field of study required with ten years of experience. Five years of supervisory experience is required.

WORK ENVIRONMENT: The work environment is favorable.
