Overview

The Region Director, Clinical Services provides clinical support oversight and management, to region offices as assigned, to provide quality patient care services in a fiscally responsible manner, ensures both clinical effectiveness and efficiency of branch offices. Responsible for ensuring regulatory compliance to federal, state and county rules and regulations; compliance to Accreditation body standards and home care/hospice policies and procedures. Provides direct supervision of Clinical Educators and other positions as needed.

Responsibilities

1. Supports CommonSpirit Health at Home’s mission to make the healing presence of God known in our world by improving the health of the people we serve, especially those who are vulnerable, while we advance social justice for all. Adheres to the Corporate Compliance Program, including confidentiality of HIPAA health protected health information.

Clinical Services3. Ensures the effective delivery of clinical services to patients in accordance with company clinical, strategic, quality improvement and productivity standards.4. Collaborates as part of the Health at Home divisional cross functional team that includes, but is not limited to, RDCS, RDO, Sales and DVP, to develop and implement the annual strategic plan for the division, as well as each individual CS market, that aligns with and supports the larger Health at Home strategic plan as well as the National Strategic plan for the organization.5. Works with Directors of Clinical Services and Managers of Clinical Services to ensure clinical efficiency and effectiveness supporting branch financial performance.6. Identifies and proactively addresses training needs related to clinical regulatory issues and training needs of Directors of Clinical Services; Managers of Clinical Services; and clinical staff.7. Works in conjunction with the Director of Clinical Innovation and Efficiency to develop educational materials as needed.

8. Monitors clinical operations and assures compliance and competency to home care/hospice policy, accrediting body standards and Federal, State, and County rules and regulations.9. Regular assessment of Directors of Clinical Services and skilled staff knowledge of OASIS and Medicare regulations. Provides ongoing education as needed.10. Provides support and guidance to clinical staff. Works directly with Directors of Clinical Services and Managers of Clinical Services to ensure the accuracy, completeness and timeliness of clinical records and regulatory, operational and financial compliance.11. Leads efforts throughout the region to assure excellent operational and clinical outcomes.12. Collaborates with local clinical leaders to Report clinical productivity, competency and clinical compliance of each branch per region on a monthly basis. Assists in the recruitment, selection, orientation training and retention of Director of Clinical Services and Manager of Clinical Services positions.13. Performs clinically relevant operational audits and clinical audits within the region to assure an optimum patient experience, and stellar clinical and financial performance. Educates and supports local clinical leaders in collecting and interpreting weekly/monthly & quarterly audits and reports needed to direct excellent quality outcomes. Communicates strengths and weaknesses to region, market & local operational and clinical leaders resulting from audits. Identifies and supports educational needs within the region.14. Assists Directors of Clinical Services, Corporate Responsibility department, and company Revenue Cycle department with ADR’s within region.15. Works with branches on improving customer survey results in clinical sections. Monitors and assesses for improvement; assists with developing a plan/process to improve results.16. Monitors and supports Directors of Clinical Services and Managers of Clinical Services management of HHRG score, case mix weight, PPS downgrades and utilization of disciplines through utilization of episodic equation model and SHP reports.17. Provides oversight to the orientation program and ongoing clinical education within the region to assure clear, concise, and accurate education of all employees. Collaborates with the Clinical Optimization Department and the Manager of Clinical Optimization and Efficiency on the development and refinement of educational programs. Re-evaluates as needed.18. Responsible to coordinate and lead all State, Federal, County or accrediting body surveys in the region.19. Monitors Plan of Correction if applicable for resolution of deficiencies identified in survey process.20. supports clinical education needs of clinical sales teams in collaboration with market sales and operational leaders.

Quality Improvement and Clinical Excellence21. Responsible for development of the region's quality improvement and clinical excellence programs. Responsible for the training for clinical leaders of all quality improvement programs - national, region, market and local. Supports local clinical leaders, quality coordinators and educators in the education of all clinical employees understanding and support of quality improvement and clinical excellence programs.22. Assures effective and efficient use of all chronic care management programs in the region.23. Assists with implementation and evaluation of quality improvement and clinical excellence. Makes recommendations for improvements, decreases duplications and ensures compliance.24. Provides leadership to the regions for quality and clinical excellence.25. Participates in Quality Assurance Performance Improvement (QAPI; including assisting with the overall development and implementation of the PI plan, assisting in the identification of goals and related patient outcomes, participation and reporting of activities and outcomes, development and implementation of corrective plans.

Encourages and creates opportunities for continuous improvement of staff by providing frequent coaching, mentoring, and accurate performance feedback.

27. Provides direction and support to staff to deliver quality services with a focus on organizational success.a. Ensures appropriate staffing levels are maintained.b. Recruits and retains qualified, productive and customer-focused employees.c. Interviews, hires and orients direct reports.d. Monitors recruitment and retention activities and costs.e. Provides fair and equitable treatment of all employees.f. Creates a high performing work environment characterized by transparent and open communication, mutual trust and respect.g. Provides education and training for employees in support of career goals and the organization’s mission and strategies.h. Maintains positive staff morale, observable through team spirit, a sense of belonging and recognition of accomplishments.

28. Supports and promotes department, location and organization decisions.29. All other duties as assigned

Qualifications

Required Education: Current RN/PT license in good standing to practice in the state(s) is required.

Required Minimum Experience: Three years Clinical Home Care clinical experience is required both in MCR/MCD. Three years management experience.

Required Minimum Knowledge, Skills, and Abilities: Excellent and ongoing knowledge of Federal and State regulations and ACHC standards. Experience in establishing and maintaining behavior and performance expectations. Computer knowledge and skill. Ability to travel on regular basis; overnight travel as needed. Must have valid driver’s license, auto liability insurance according to company policy. Ability to perform Director, Clinical Services’ duties temporarily as needed. Overall understanding and ability to lead office operations in the absence of the Director, Clinical Services or Director, Operations. Excellent organizational, time management and administrative skills, including the ability to set priorities, manage multiple demands effectively, use good judgment, as well as work independently and interdependently to achieve positive and timely results. Demonstrate ability to effectively lead, train, develop, evaluate and manage associates. Ability to interact with all levels of associates and management using superior interpersonal and influencing skills and communicates with optimism.

Preferred Education and/or Experience: Bachelor’s degree and/or Master’s degree. One year hospital nursing experience. Director, Clinical Services or Director, Operations experience. Experience in performance improvement philosophies and measurement systems.
