POSITION : Property Title Specialist Leasing Assistant

SALARY : $21.82 $25.30 / hour DOE

REPORTS TO : Real Property Analyst

LOCATION : Nespelem, WA

Basic Functions : The incumbent serves as a Realty Assistant in providing assistance in preparing primarily Leasing correspondence, maintenance of logs and clearing and categorizing files to support the management of the leasing and permits to aid in delivery of documents or files to the appropriate file format.

Support work is conducted in an effective and efficient manner. Main Coordinator of the federal Lockbox for distribution of funds to proper individual and / or program accounts for Colville Indian Agency including Social Service monthly checks for their clients.

The integrity and dispatch with which the work is accomplished is vital in fulfilling the obligations of the Bureau of Indian Affairs in carrying out the Federal trust responsibilities established by applicable statutes, regulations, court decisions, policies, and procedures.

Work assignments involve the typing and maintenance of logs, and data sheets, and processing of conventional realty transactions in accordance with rules, regulations, policies, procedures or instructions.

  • Guidelines are found in federal regulation of general and specific application, Titles 25 of the U.S. Code and Code of Federal Regulations;
  • handbooks on Federal Indian law, Federal Register, Departmental and Bureau of Indian Affairs manual and policy directives, appropriate Federal, state, or tribal laws, tribal codes, Colville Business Council resolutions;
  • formal and informal Solicitors opinions; precedent action and court decisions rendered by Federal and State courts, the Attorney General, and Comptroller General and the Interior Board of Indian appeals;

and professional texts and manuals. These services contribute to the economic betterment of the persons served and have a positive effect on the feasibility of reliability of further work processes pertinent to the Indian Trust.

Qualifications

Education and Training :

  • Typically requires a AA Degree from an accredited college or university in a natural resource / legal related field AND thirty-six (36) months progressively responsible management or administration work experience, OR
  • Sixty (60) months post-secondary education and / or paid experience in a natural resource / legal / business related field by demonstrating advanced office management skills, and organizational responsibilities that clearly demonstrate the ability to perform the duties of this position.

Knowledge, Skills, and Abilities :

  • Must have broad working knowledge of the rules and procedures of Real Estate Services Management as applied to Tenure and Management (Leasing) functions.
  • Must possess basic knowledge and understanding of realty practices of surface, leasing, permits, title records, and land management practices.
  • Ability in using GPS equipment and must possess basic knowledge of legal description boundaries and maps.
  • Skill in operating personal computer, 10-key calculator, copier, fax, and any other technical equipment required of the project for completion.
  • Skill in using significant judgment and interpretation to apply the guides to specific cases and adapt to improvise procedures to accommodate unusual or one-of-a-kind situations.
  • Ability to access, understand, and update realty related computer systems; uses applicable IT resources (software); uses capabilities of software to perform job effectively;

builds and performs queries skillfully and efficiently.

Ability to listen and respond appropriately to others (oral, written or non-verbal input); demonstrates attention to and conveys information, ideas, facts, or messages appropriately and effectively.

Uses effective and proper grammar, spelling, and required formats in written communication.

Ability to assure that any management of Indian trust assets considers the interest of the owner(s) and their intended use of the assets;

conserves and protects trust assets.

Aware of and respects societal differences; knows how to work well with those differences to attain beneficiary and client satisfaction;

considers these unique needs in view of the goals of the organization.

  • Ability to communicate and work with beneficiaries and clients to assess their needs; provide accurate information or assistance and addresses problems, knows about and provides available services with options, is committed to providing quality service, seeks to meet or exceed expectations.
  • Ability to organize and maintain multiple formats (including automated systems of record) or data in a usable condition;

assures information is readily available; disseminates information effectively and securely.

  • Ability to encourage and facilitate cooperation, trust, and group identity; fosters commitment and self- esteem; works with others to achieve common goal.
  • Must have demonstrated experience in maintaining multiple and complex schedules, drafting correspondence, preparing professional level presentation materials and position paperwork.
  • Work history must not include performance or disciplinary issues that would affect the integrity of this position (Reference checks will be conducted).
  • Must successfully clear a federal criminal background inquiry and maintain clearance throughout the duration of employment required.

Disclosure of pending or current charges required.

  • Federal clearance / training requirements for utilization of applicable IT systems must be maintain throughout employment.
  • Must be willing to sign required certification of Confidentiality, Drug Free Workplace, Debarment / Suspension or Proposed Debarment.
  • Must be able to travel and work non-standard work hours as assigned or delegated.
  • Work experience with a Federal Recognized Tribes or Tribal Organization(s) is preferred.
  • Must have advanced knowledge of office machines and PC with associated software and programs to perform duties.
  • Must have advanced communication skills (verbal & written), proficient in Standard English grammar, spelling and speech;

advanced writing skills to communicate basic to highly technical information.

  • Must have advanced interpersonal skills to work with diverse groups or individuals including the ability to resolve conflict, work as a team member, cooperate with others in the performance of their duties, coordinate activities, greet and respond to the public, provide technical assistance and instructions, resolve complaints, protect confidential information, and be accountable for actions.
  • Must have better than average attendance record and demonstrate accountability in prior positions.
  • The work is primarily sedentary, although some physical exertion (walking, bending, climbing, and lifting) may be required in visiting site locations.

This work may entail long hours under time constraint. There is occasional need to travel to isolated areas and over rough terrain.
