Columbia Montour Aging Office, Inc is Hiring a Fiscal Officer II Near Bloomsburg, PA

Position Purpose:

· This position is responsible for administrating the financial operations of the agency.

· This position supervises the position of Fiscal Technician.

· This supervisory position participates in training sessions which provide the methods, procedures, rules, and regulations that govern the programs and the internal operations of Aging programs.

Description of Duties:

· Prepares the annual and revised budgets required by the Pennsylvania Department of Aging.

· Completes maintenance of complex fiscal accounting structure.

· Completes closing of monthly expenses; reports results to the Dept of Aging through their accounting system.

· Maintains monthly expense reports for various Block funding streams, relates Year-to- Date results to appropriate supervisors.

· Reviews and monitors agency and fiscal and accounting operations, including areas such year to date budget expenditures.

· Responsible for overseeing the submission of the agency’s bi-weekly payroll.

· Responsible for overseeing the validity bi-weekly expense batches.

· Reports quarterly Program Income changes to the Department of Aging.

· Gathers completes and sends quarterly time study information to the Dept of Aging.

· Calculates and reviews cost studies and amends the budgets as necessary.

· Gathers all information needed for the annual audit; including the summarization of all general ledger accounts.

· Revises agency’s fiscal policies as necessary.

· Utilizes applicable software and databases to complete reports, required forms, and documentation in accordance with regulation time frames and agency standards.

· Attends all mandated trainings as well as other trainings and staff meeting as required by the Agency.

· Adheres to the Agency’s policy of confidentiality.

· Maintains positive work atmosphere by communicating in a manner that is courteous and professional with co-workers, outside agencies and the public.

· Performs other related duties as required.

Essential Functions:

· Knowledge of the principles and practices of public fiscal administration.

· Knowledge of accounting principles and procedures.

· Knowledge of basic capabilities of electronic and automatic data processing as it relates to fiscal operations.

· Knowledge of social welfare program planning and operations as it relates to fiscal management.

· Knowledge of Federal, State, and local laws, rules, and regulations governing Aging services and assistance.

· Knowledge of Federal, State, and local HIPAA regulations and policies pertaining to the protection of personal health information.

· Knowledge of modern office practices, procedures, and equipment.

· Ability to identify and analyze trends and provide fiscal and budgetary forecasts.

· Ability to plan, assign, review, and supervise the work of professional, technical, and/or clerical employees.

· Ability to exercise judgment and discretion in applying and interpreting agency policies and procedures.

· Ability to gather, assemble, correlate, and analyze facts and devise solutions to fiscal problems.

· Ability to comprehend program goals, objectives, and operations, and to relate these to fiscal analysis.

· Ability to develop, implement, and evaluate fiscal policies and procedures.

· Ability to interpret and apply agency policies and procedures.

· Ability to express ideas clearly and concisely, orally and in writing.

· Ability to establish and maintain working relationships with officials and representatives of State, Federal, and community agencies, older adults, caregivers, veterans, and the public.

· Ability to work in a fast-paced working environment and the ability to multi-task.

· Ability to handle stress.

· Ability to maintain records and files.

· Ability to plan and organize work, prepare adequate records and reports, and set priorities.

· Ability to complete basic computer operations using Windows computer systems and Microsoft Office products, including Outlook, Word, and Excel.

· Ability to understand and accept the needs and rights of others and work with older adults, caregivers, and veterans who are physically, mentally, emotionally, and/or economically challenged.

· Ability to be flexible and assist with a variety of agency programs and duties as needed.

· Basic understanding of the databases required by the Department of Aging, Department of Human Services, and other county and state-managed databases as needed.

· Physical presence in the office as required by the Agency Administrator.

Experience and Requirements:

· Must have valid driver’s license

· Must be willing to travel to attend state mandated trainings as required

· Must be able to perform essential job functions

· Two (2) years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes fifteen (15) college credits in accounting; OR

· Four (4) years of accounting and/or budgetary experience and a business-related associates degree that includes fifteen (15) college credits in accounting; OR

· An equivalent combination of experience and training which includes or is supplemented by fifteen (15) college credits in accounting

Job Type: Full-time

Pay: $60,000.00 - $75,000.00 per year
