POSITION SUMMARY

The purpose of this position is to assist the Assistant Director and Executive Director with the conduct of each election by maintaining, programming, testing, all voting equipment used in each election; and to ensure that the method of voting and the right to register and vote in Columbia County occurs as provided for in the Constitution of the State of Georgia.

The Warehouse Technician will be responsible for ensuring all voting equipment is securely maintained in compliance with Federal, State, and Local statutes. The employee directs voting system and support staff to complete all tasks in an accurate and efficient manner. The employee coordinates maintenance and troubleshooting of all election information systems and its components and works in conjunction with State Board of Elections information technology staff, local government information technology staff, software vendors and contractors to resolve microcomputer hardware and software problems.

Errors in records maintenance and in election procedures could invalidate the results of an election. The position requires computer skills with rapidly changing demands caused by the introduction of updated or new equipment.

The employee must meet the public in a tactful and accommodating manner in an increasingly hostile environment fueled by misinformation given the public by the media. Contacts are typically with members of the general public, candidates and fellow employees in the department, deputy registrars throughout the county, poll managers and workers, and personnel in the Election Division Office of the Secretary of State. On occasion, there may be contact with personnel from the State Ethics Division.

Work is performed in an office, warehouse, or polling location requiring mobility. The employee must lift electronic equipment /- 50 pounds, electronic vote recorders and other supplies which occurs during elections, testing, and maintenance. The employee must possess a high degree of manual dexterity to operate equipment. The employee may be required to work overtime.

Guidelines consist of the Georgia Election Code, the State Elections Board Rules, and regulations of the Board of Elections, instruction of the supervisor, the U.S. Department of Justice, and the Secretary of

State’s Office. The guidelines are clear and specific on most matters, however increasing attention is being given by the Secretary of State’s Office and the Georgia Legislature concerning voting.

Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school. High school diploma or equivalent is required; a college degree is desired. This position requires a strong understanding of computers and software. Must have or ability to obtain a valid driver’s license.


Primary Accountabilities

  • Prepares the EMS server for each election, creates and extracts the Export File to upload to the Secretary of State’s Election Night Reporting page on Election Night and uploads election results from the memory cards used in each election.
  • Schedules and coordinates with the executive director and assistant director, Logic and Accuracy testing which is to be completed on all voting equipment and poll pads used in each election.
  • Prepares all memory cards, poll pads, security keys and poll worker/technician cards for each election.
  • Conducts and oversees the Logic and Accuracy testing on all voting equipment used for each election, to include testing the reading of ballots prior to mailing out any absentee ballots.
  • Supervises and trains temporary staff that will assist with Logic and Accuracy testing and warehouse help.
  • Arrange and verify use of voting precincts – prior to Election Day and for Election Day.
  • Coordinates and works with the Roads and Bridges Department for delivery of voting equipment for each election.
  • Prepares the final upload for election results to the SOE site for the State at the close of certification of results, on the 3rd day after each election.
  • Maintains and works with IT on the Board of Elections website and the display of election results and information.
  • Conducts and maintains the maintenance/repair and inventory of all voting equipment and election supplies.
  • Prepares forms, supplies, and equipment for all voting precincts and advance voting locations; to effectively conduct primaries, special elections, municipal elections, and general elections.
  • Prepares and processes payroll for poll workers assigned to work in each election.
  • Assists with the preparation of the election guide/poll worker manual for training and Election Day use.
  • Assists in recruiting poll managers, assistant poll managers, and poll workers to work at the precincts and for coordinating the tabulation and absentee staff for election night.
  • Assists with preparing returns for certification and delivery to Secretary of State, Clerk of Court, Board of Elections, and other agencies as required.
  • Field Technician on Election Day.
  • Expected to maintain current knowledge of the changing laws, guidelines, and mandates set forth by the Secretary of State and Federal Government in relation to voter registration and the election process.
  • Performs other related duties as assigned.


Secondary Accountabilities

  • Assist with the processing and verifying voter registration applications, if needed.
  • Assists with ordering office supplies.
  • Assist with Redistricting, if needed.
  • Assists preparing reports to the Secretary of State of Georgia and to the U.S. Department of Justice.
  • Assists in maintaining information used as basis of dividing precincts and establishing new voter precincts and files the legal notices as required.
  • Assists in updating knowledge of election and registration laws by studying revisions and attending the Secretary of State sponsored seminars on registration and elections.
  • All actions and responsibilities of the Warehouse Technician must meet and be in accordance of Federal, State, and Local laws and guidelines.


KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of applicable federal and state laws as well as county ordinances governing the election process. U.S. Department of Justice Regulations, Rules of the State of Elections Board, and the HAVA Act is required.
  • Knowledge of geography and growth of population.
  • Knowledge of computerized voter registration and election programs.
  • Knowledge of county administrative process governing the Board of Elections office.
  • Knowledge of the impact of pending legislation.
  • Skill in organizing work and motivating poll workers and deputy registrars.
  • Skill in typing with moderate speed but with great accuracy using a word processor.
  • Skill in operating the electronic voter equipment TS.
  • Skill in oral and written communication using hard copies or e-mail.
  • Skill in map reading.


DESIRABLE TRAINING AND EXPERIENCE

Ability to read, write (emphasis on correct spelling and grammar) and perform mathematical calculations at a level commonly associated with the completion of high school. High school diploma or equivalent is required. College degree is desired. This position requires a good understanding of computer use and applicable software.

Sufficient experience to understand the basic principle relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having a similar position of one to two years. Must have or be able to obtain a valid driver’s license.

A combination of education and/or work experience may be substituted for minimum requirements.
