Job description

Tribal and Indian Preference: The Colorado River Indian Tribes has implemented a Tribal/ CRIT Preference in Employment Policy. Pursuant to this Policy, applicants who possess the knowledge, skills, and abilities required by this position, and who are enrolled members of the Colorado River Indian Tribes, will be given primary preference in hiring and employment for this position. Tribal preference is integrated into the interview and scoring process for candidates for job positions.

PERFORMANCE EXPECTATIONS

In performance of their respective tasks and duties all employees of Colorado River Indian Tribes are expected to conform to the following:

· Display respect and understanding of Colorado River Indian Tribes traditions and values.

· Uphold all principles of confidentiality to the fullest extent.

· Adhere to all professional and ethical behavior standards of the Tribal government.

· Interact in an honest, trustworthy, and respectful manner with employees, Tribal members, visitors, and vendors.

· Participate in departmental staff meetings, quality management activities, and educational programs.

· Comply with Colorado River Indian Tribes policies and procedures.

· Know, understand and follow all tribal preference and Indian preference policies.

POSITION PURPOSE:
The Office of the Attorney General provides legal representation to the Colorado River Indian Tribes, its Tribal Council, departments, and enterprises. The Deputy Attorney General works with all Tribal Departments, under the supervision of the Attorney General, to act as general counsel for and on behalf of the Tribes.

ESSENTIAL COMPETENCIES AND RESPONSIBILITIES:

  • Represents the Tribal Government before all Federal, Tribal and State courts, administrative proceedings, tribunals, departments, agencies and committees of the Congress and the State Legislatures on behalf of the Tribe.
  • Advise and consult with and give legal assistance to the Tribal Council and its officers, in their official capacities,
  • Assist in Tribal administrative matters upon request of the Tribal Council or its designated representative.
  • Attorney General shall not be required to render legal services for, represent, or appear on behalf of, any member of the Tribe in that member’s individual capacity, nor shall Attorney General act in the capacity of tribal Public Defender.
  • In the absence of the Attorney General, the Deputy Attorney General is responsible for the management, supervision and direction of the Office of the Attorney General and the Office of the Prosecutor.

MINIMUM MANDATORY QUALIFICATIONS

  • At least seven (7) years of experience in the practice of law is preferred

Minimum Education:

  • Graduate of an ABA accredited law school.
  • High School Diploma or equivalent GED Licenses:
  • Must be a licensed member in good standing of a state bar, Arizona or California state bar is preferred.
  • Current valid state issued driver's license is required for employment

Mandatory Knowledge, Skills, and Abilities {KSA's) and Other Qualifications:

  • Knowledge of principles of Federal Indian law and/or administrative law.
  • Must have a working knowledge of computers, with ability to use Microsoft Word, Excel and Outlook.
  • Must be familiar with internet, Westlaw, PACER and other programs used in the legal profession.
  • Excellent writing and communication skills.
  • Must have strong organizational skills to meet deadlines.
  • Ability to pass both Tribal and Federal (0MB Public Trust Position) background checks.
  • Must be able to maintain confidentiality at all times, dependable and punctual.

WORK ENVIRONMENT

The Office is a diverse and dynamic high pace working environment. Work hours often extend beyond the 8-hour work day. Some overnight travel is required from time to time.

  • Physically able to perform duties as assigned.
  • Occasionally work extended shifts as assigned.
  • Must have ability to speak clearly so listeners can understand.
  • Must have ability to pass a drug screening. Mental demands:
  • Position requires a large amount of time reading, writing, formulating arguments, and negotiating.
  • Must have ability to understand the speech of another person.
  • Must have ability to manage multiple tasks, interact with a wide variety of people on various and at times, complicated issues.
  • Must have ability to work well with others in sometimes stressful, high-volume work environment.

OTHER (Summary)
Background Investigation: This position may be subject to a criminal history background check, a suitability background check and/or a Fair Credit Reporting Act (FCRA) check. In addition, some positions are subject to a 101-630 background check in an effort to ensure compliance with Public Law 101-630 "Indian Child Protection and Family Violence Prevention Act." Candidates must be able to successfully pass ail required background checks to qualify for this position.

Drug Screening: All applicants must successfully pass a pre-employment drug screening prior to beginning employment and will be subject to random drug testing per the Colorado River Indian Tribes Employee's Handbook, Substance Abuse Policy.
