STATEMENT OF DUTIES

GENERAL STATEMENT OF DUTIES

Performs the full operational level of work in administering, enforcing, and collecting on court orders or judgments entered with respect to fines, fees, restitution, or any other accounts receivable of the court, judicial district, or Judicial Department.

DISTINGUISHING FACTORS

This position is distinguished from the Collections Assistant position by the wider range and higher complexity of duties and independent judgment involved in carrying out assignments. This position is governed by the terms of the employment contract.

We work with individuals to meet their obligation of financial responsibility sentenced in court.

ESSENTIAL FUNCTIONS

Attempts to collect full payment on court receivables upon assessment and minimize the duration and quantity of payment schedules granted.

Determines account disposition, analyzes various options, and implements plans to maximize compliance with payment orders in accordance with Colorado statutes and established policies and procedures.

Conducts face-to-face interviews with defendants or other debtors and investigates their eligibility for stays of execution on monies assessed by the court.

Analyzes defendants’ and other parties’ financial abilities based upon written and oral information, and online or other investigative research.

Interacts with defendants and other parties (i.e., victims, attorneys, etc.) by letter, phone or in person. Explains the court’s collection practices and provides information to persons in and outside of the system.

Computes and establishes payment schedules.

Identifies delinquent accounts and determines and initiates appropriate procedures to resolve the delinquency.

Executes and tracks collection enforcement remedies including, but not limited to, wage and salary attachments, bank account garnishments, property liens, and tax refund intercepts.
Conducts research using various databases and tools to locate, investigate, and contact persons owing monies to the court.

May analyze applicants’ eligibility for court appointed counsel using prescribed criteria, and report to the court on findings and recommendations.

Coordinates and performs required tasks with respect to contract private collection agencies and the state Central Collection Service.

Enters, maintains, and updates case information in computer and paper records, as required.

Interacts with judges, court administration, clerks, probation officers, and other agencies and offices to obtain or share information and coordinate collection activities.

Researches and resolves collection account discrepancies and troubleshoots related problems.

Compiles and maintains statistics and data on collection performance and provides related reports to supervisor, court management, and others in the court system, as required.

Processes bankruptcy filing information and other incoming correspondence.

Participates in the development of collection related forms, policies and procedures.

May instruct lower level personnel in the use and application of statutes, rules, directives, policies and procedures.

May assist in the interviewing of prospective employees and training of new hires in the collections office.

May testify in court concerning case collection matters

May Prepare grant fund requested and related reports.

Attends meetings and training, as required.

Performs other duties as assigned.

ESSENTIAL FUNCTIONS CONT.

SUPERVISORY RESPONSIBILITIES

Some positions may have supervisory responsibility for Collections Assistant positions or other contract positions. Duties may include scheduling and assigning work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. May conduct performance appraisals, and provide input and participate in hiring, discipline, and dismissal processes.

EDUCATION and EXPERIENCE

Baccalaureate degree from an accredited college or university in the field of business administration, finance, accounting or related field; or four years of experience conducting financial or collection related interviews and investigations, credit management or related experience.
OR
Any equivalent combination of education or experience may substitute on a year for year basis.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit; use hands to perform repetitive motions, talk and hear. The employee is frequently required to walk/move about. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate. May handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
