Principal Technical Project Manager - SiP - Advanced Technology (Onsite)

Mission Systems System-in-Package (SiP) Technical Project Manager (TPM), to be part of a multi-functional organization comprised of software engineers, hardware engineers, system engineers and engineering support groups. The organizational objective is to successfully design, develop, integrate, and qualify SiP product line devices. Candidates must have an engineering education and have experience serving as a project engineer on design and development programs, preferably for secure military systems.

Primary Responsibilities:

  • Program execution management – provide technical expertise and direction with regards to bid support, detail planning, analysis, participating in peer review of documentation, design and implementation.
  • Develop and enact cost & schedule execution plans that are in compliance with customer needs and internal Collins processes and procedures; understand risks and variances and assist in the development of mitigation plans; become 100% involved in the day-to-day execution of SiP development.
  • Project Engineering, Cost Account Management, requirement validation & verification, assist in development of program documentation (System Integration Plan, Test Plans, Security Evaluation Plans, etc).
  • Communication with the customer on a continual basis, reporting program status, key performance metrics, and discussion of program issues and concerns.
  • Oversight of SiP product development, including staffing and reuse of existing SiP products.

Basic Qualifications:

  • Bachelor’s degree (typically in Science, Technology, Engineering or Mathematics (STEM)) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations OR Advanced Degree in a related field and minimum 5 years experience OR In absence of a degree, 12 years of relevant experience is required
  • Must be a U.S. Citizen
  • Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements

Preferred Qualifications:

  • Candidate must have demonstrated proven project engineering skills and experience on US military development programs.
  • Candidate must possess technical expertise in systems engineering domain areas including: familiarity with common lab test tools, embedded processing architectures, design for security, and security certification.
  • Candidate must be experienced in coordinating bids for engineering development programs, including WBS task generation, scope identification, budget and schedule estimating, risk identification, and dependency identification.
  • Candidate must be proficient in SEER-H modeling to develop a basis of estimate for a systems development bid and be experienced in negotiating engineering development bids with the customer, including reviews of SEER-H models.
  • Candidate must be experienced with detailed project execution planning and management, progress assessment, and mitigation execution for engineering development programs.
  • Candidate must be able to demonstrate leadership skills and an ability/desire to work in a team environment, establish working relationships with peers and co-workers, and effectively serve as the primary engineering representative for the program.
  • Candidate must be able to demonstrate communication skills with the customer, and be effective to expressing status, metrics, issues/concerns, and successes.
