Manager, Contract Program Security Officer (CPSO)

Role Overview:

Collins is seeking a Manager, Corporate Program Security Officer (CPSO) for our Cedar Rapids, IA facility to support our Special Access Programs. This security position requires an eager security professional to support multiple programs and efforts. The position requires a self-motivated candidate who can lead and work in an independent and team environment with minimal direction while ensuring security compliance.

The Manager, CPSO will direct, support, and oversee matters pertaining to SAP programs with strict adherence to NISPOM, SAP Manuals, IC Directives, and IC Program Guides. Strong program security experience with multiple customers is required to understand the complexities of each customer and their unique protocols.

As the Manager, CPSO, you will be responsible for daily security operations of the SAPs, accreditation, and oversight of SAPFs, manage all security aspects of classified government contract programs and operations, lead self-inspections and security education programs to ensure security compliance, and work with internal and external partners to determine mitigation strategies for any instances of non-compliance.

Primary Responsibilities:

  • Manage a team of experienced security professionals responsible for the daily operations, compliance programs and support our customers.

  • Manage daily security operations and ICD compliance for multiple secure facilities.

  • Manage annual audits/vulnerability assessments conducted by multiple government agencies.

  • Oversee the annual security education and training program per customer and company policy.

  • Mentor, train and orient employees in security policies and procedures to ensure compliance with government and customer regulations.

  • Investigate security violations, incidents, and report per applicable government directives.

  • Maintain a relationship with multiple DoD agency representative(s), prime contractors, subcontractors, CPSO’s, and ISSM’s.

  • Oversee maintenance of personnel security records within USG and company requirements.

  • Oversee inventory control programs accounting for all material and accountable equipment.

  • Apply mitigation policies and procedures to minimize incidents.

  • Brief program status and prepare, coordinate, review, and submit cost proposals to Value Stream Leadership (VSL) as required.

Basic Qualifications:

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Typically requires University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience.

  • Ability to possess and maintain an active U.S. Government security clearance at the Top-Secret level as a condition of employment. Candidate selected will be subject to government security investigation/reinstatement and must meet additional program eligibility requirements.

  • Ability to interpret and implement security requirements outlined in customer issued prime/subcontract DD-254 forms (DoD Contract Security Classification Specifications).

  • Ability to interpret physical construction standards for restricted/secure areas/SPAFs/SCIFs

  • Experience reviewing all security documents to include SOP, PAR, PSQ, SF-86, and IC security processing packages for accuracy and completeness.

  • Willingness to perform security tasks outside specialty (e.g. escort duties) and be proficient in Microsoft Applications (Word, Excel, Power Point).

  • Must be willing to travel domestically – Minimum travel (10-15%), generally supporting other company facilities.

Preferred Qualifications:

  • Familiar with JADE, DISS, NBIS, and SIMS

  • Experience with Insider Threat programs and reporting.

  • Experience working with different DOD and IC Agencies.

  • Proficient in the use of MS Office Suite to include Word, Excel, Teams (O365)

  • Experience in writing and reviewing DD254's at all levels (from proposal to close out) to identify security requirements and ensure compliance.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
