Job Summary
Reporting to the CHRO, the Director of Employee Benefits is part of a team that is committed to the delivery of HR services that meet the highest level of professional standards. The Director is responsible for maintenance and management of benefit programs, including the creation of new programs, changes to existing programs and the termination of programs, as appropriate. The Director manages plan enrollments, plan design, plan communications and plan compliance (including required record keeping, auditing, filing, reporting, and notifications). The Director is responsible for communications, including HR website content, in connection with those areas under their purview. The Director leads a group which provides high quality customer service to College and external constituents, with individual College employees being the single most important constituency. The Director is one of a team of HR leaders who work closely together to coordinate and integrate their work in the context of larger HR business processes (e.g. hiring process, separation process, etc.)
Major Areas of Responsibility
Manage Plans & Employee Participation. Manage all issues associated with enrollments of College employees in the benefits options associated with their employment status and the management of those plans. Plans and programs include retirement plans and programs (defined benefit pension plan, defined contribution 403(b) plan, 457(b) “top hat” plan, faculty voluntary employment retirement program (VERP)), health and welfare plans and programs (medical plan, dental plan, long term disability plan, life insurance plans, vision benefit plans, flex spending accounts, health savings accounts), worker’s compensation plan, unemployment insurance plan, etc. Typical activities include:
  • Retirement Plans: 403(b) retirement plan eligibility, enrollment, and voluntary contributions ensuring plan participants are receiving timely notice of eligibility, are appropriately enrolled, contributions are deducted and remitted, contributions are not over IRS allowable limits; defined benefit plan participation, vesting, and annual COLA increase and funding notice requirements; managing 457(b) “Top Hat” plan participation
  • Medical & Welfare Plans: Manage annual open enrollment process (working with HRIS/ITS); with benefits consultants, negotiate rates for medical, dental & other welfare plans; manage on-going enrollments and premium billings; HSA & FSA accounts are set up and contributions are deducted and remitted, etc.
Document benefits administration processes, identifies measurements of process effectiveness and improve/streamline processes, increase quality and control costs. Works closely with CHRO and other HR professional staff to identify opportunities to measure and improve process effectiveness, cost and quality. Work with HRIS & ITS staff on benefits systems design, set up and user interfaces and on benefits reporting needs, including recommending changes to current and future software system requirements to meet benefits needs.

Manage Compliance. Manages all regulatory and compliance issues associated with the College benefit programs, including for all ERISA benefits. Maintain ERISA (health and welfare, 403(b), etc.) benefit plan documentation. Maintain Summary Plan Descriptions and update plan documents when changes occur. Disseminate annual reporting requirements (Summary Annual Reports, 5500’s, AFN’s, Medicaid CHIP Notice, Medicare Part D Notice, ACA reporting and other required notices). Provides information for audits of benefit programs. 
Manage define contribution and defined benefit committees and compliance calendars, working with vendor engaged for that purpose (currently Fiduciary Investment Advisors). Consult with internal and external counsel on matters requiring legal opinion, including plan language interpretation. Serve as “gatekeeper” of sensitive, personal and/or protected data to ensure compliance with data security laws and policies.
Supervision Exercised. Oversee and manage the work of Benefits Specialist. Meet daily/weekly for input on open issues (unemployment, workers’ comp, etc.). Review and approve materials prepared by benefits coordinator including reconciliation process and wire/ACH transfer requests for health and welfare, voluntary benefit plans and 403(b) remittances, etc. Conduct annual & mid-year performance reviews.
Benefits Communication, Advice and Education. The Director is a resource for employee questions, concerns and problems and must be able to communicate with employees at all levels of the College, from faculty to dining staff,, and receive and provide information in a manner appropriate to the audience(s), with appropriate regard for the sensitivity of private employee information.
Create materials for meetings, presentations and website. Manage the Benefits section of the HR website, ensuring that information is present and up-to-date and that links are working. Create content on benefits and financial education for weekly HR Update (including following communication schedule from HR Calendar of Recurring Events). Participate in the College’s new employee comprehensive orientation
Engage external experts for training, seminars, etc., on retirement and other benefits topics. Manage TIAA, Fidelity, Fallon & other vendor on-site presence.
Supervision Received. Meets regularly with the CHRO. Reports on new and on-going open issues. Prepares issues that require approval by the CHRO or other College officials and follows up on those approvals. 
Professional Development. The Director is expected to updates job knowledge by attending and presenting at conferences and other educational opportunities, reading professional publications, maintaining personal networks and participating in professional organizations.
Other Duties. Works cross functionally with other HR, Admin & Finance & other College colleagues on various programs and initiatives. May “fill in” on management of other HR programs. May be assigned to College committees. Performs other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree or equivalent experience in Human Resources (master’s degree desired)
  • 7 - 10 years of progressive experience in human resources benefits administration. 
  • Extensive 403(b) and Defined Benefit plan administration experience
  • Strong quantitative and analytical skills
  • Solid knowledge of federal, state, and ERISA regulatory compliance knowledge
  • Proficiency in Microsoft office suite
  • Proficiency in PeopleSoft 
  • Excellent presentation and writing skills
  • PHR, SPHR, and/or CEBS certification preferred
