JSummary

The primary responsibility of this position is to supervise and direct all nursing care and related activities in the clinical areas of the surgery center according to the policies, procedures, philosophy and objectives of the Facility. The DON’s reference point for all clinical services will be RHSC Policies and Procedures as approved by our Governing Board. To continually keep these policies pertinent and current the DON must fully understand the accreditation standards, CMS standards and AHCA rules and regulations. RHSC must have policies that enable the facility to meet these industry guidelines, and the DON has primary responsibility to ensure this coordination from understanding and keeping current with the rules and regulations that govern our industry, notifying our Board when a new policy is needed or an existing policy needs to be updated, and enforcing and teaching our P&Ps to all staff to ensure that our ASC operates with respect to all on a daily basis.

The governance of RHSC is provided through our Governing Board, and our clinical committees. The DON will coordinate the committee meetings for the Infection Control/Safety meetings. The meetings will be organized with respect to our committee member’s schedules to ensure attendance. The DON will prepare the agenda and Committee packets in advance, providing the Administrator time to review, comment and approve. She/he will constantly consult the federal, state, accreditation standards, RHSC Bylaws and our Policies and Procedures to ensure that, during our committee meetings, we properly address all categories needed to operate RHSC in accordance with such. She/he will ensure that any directives voted by the committees are properly routed to other committees as applicable, and when properly approved, are executed by our staff. She/he will prepare minutes to communicate the meeting results to all other committees to ensure proper flow from Safety and Infection Control to our Medical Advisory Committee for review, and all committee minutes then flow to our Governing Board for final action. These meetings shall be quarterly, unless otherwise directed.

The DON will closely coordinate the nursing activities with our Medical Director who holds daily responsibility for all clinical functions of the ASC. This will require excellent judgment and an understanding of when a clinical situation needs to be reviewed by our Medical Director. The DON should err on the side of caution and respect that the Medical Director, who has the responsibility of daily clinical operations at RHSC, should be always be consulted and kept apprised of any clinical situation that, with his/her involvement and expertise, would offer better and safer care for our patients.

The DON position is responsible for the flow of patients through the ORs and our Recovery Room through direct supervision of the OR Supervisor and PACU Supervisor. The DON works to optimize these conditions for our patients and our physicians, always keeping the safety of our patients first and foremost. Also, of primary importance, is the supervision and direction of the environmental, infection control and safety controls for the surgical environment including our sterile supply area. The DON will create and be responsible for executing our Emergency Management Plan to include staff training and orientation to respond to emergency situations. The DON should closely coordinate all clinical activities with the PACU Director, the OR Supervisor and the Medical Director.

Principal Responsibilities

· Primary function of the DON is to direct daily nursing care provided to the patients of Red Hills Surgical Center. To support this task he/she shall maintain current accreditation, CMS certification, AHCA licensure and knowledge of OSHA requirements. These directives, after Board approval, will be documented in our Policies and Procedures. These approved policies and Procedures will be the DON’s reference for day to day management.

· To assure compliance with all accreditation, federal and state standards the DON is responsible for ensuring RHSC meets the regulatory requirements in all departments of our facility. She/he will work directly with the Administrator and the Medical Director for support and assistance in achieving this directive. The DON shall be the point person who coordinates all efforts relating to compliance to these standards. For areas that are not in direct report to the DON, she/he must coordinate the efforts of the specific department head and guide them to a result of meeting the standards in a timely manner. She/he shall ensure there are audit programs in place to constantly monitor our efforts in each department.

· Coordinates all clinical employee orientation programs and provides for on- going staff training to meet all standards and to optimize safe care for our patients. Conducts regular clinical staff meetings to provide a flow of current information and suggestions from our Risk Manager, Medical Director, and Safety Officer, Infection Control Officer, Patient Satisfaction Survey suggestions or Pharmacy Director to our staff. The DON shall work directly with the Administrator to identify these opportunities and will document these training efforts to improve our services.

· Maintains the Occurrence Log and routes all Occurrence Reports, Complaints and Grievances to the Administrator/Risk Management designee as required by policy, but not to exceed 3 working days. Completes the 360 degree analysis to determine corrective actions and improvements needed.

· Ensures that all ongoing occupational health requirements are met by our staff and documents this in the personnel record. The initial Occ Health information is the responsibility of the BOM.

· Ensures that all licenses and certificates (Nursing licenses, ACLS, PALS, etc) as required are current for all clinical personnel and documents this in the personnel record.

· Provides a safe environment for patients and personnel. Chairs the Safety Committee and holds meetings as directed by RHSC Policies and Procedures. Ensures that the meeting agendas are pertinent and comprehensive and meet all accreditation, state and federal requirements. Ensures that any safety issues are reported and addressed. Ensures a sterile environment as required through direction of this department and that all instruments and supplies are handled properly, according to our P&Ps or manufacturer’s requirements. Ensures all equipment is properly inspected and in optimal working order before use.

· Is responsible for RHSC Infection Control Program. Coordinates the Infection Control efforts, ensures the Infection Control Officer is appointed and is trained and effectively managing the program. Ensures an on-going Infection Control best practices as required in RHSC Policies and Procedures. Coordinates the Infection Control Committee meetings, preparing the pertinent agenda and ensuring that the meetings address all standards of accreditation agencies, state and federal requirements.

· Work with the Administrator to prepare for the Medical Advisory Committee meetings at the direction of our Medical Director as Chair. Directly manages the administrative aspects of our peer review program, ensuring preparedness for our 2 year credentialing program.

· Responsible for our Emergency Management Plan and, in coordination with the Administrator, the BOM and other Nurse Managers, the execution of the plan in the event of an emergency.

· Designated as the individual responsible for our radiology program. Principal duties include ensuring that we work properly with a qualified radiology consultant, that routine reviews are done by the Consultant, that our radiological technicians and Basic Machine Operators are properly trained and supervised, that our radiation safety program is in place and operational, that all radiological equipment is properly maintained and registered and that our radiation testing and monitoring program is in order and compliant.

· Manages the Operating Room schedule through direct supervision of the OR Supervisor to ensure all equipment and supplies are available for all scheduled cases to maximize optimal patient flow.

· After reviewing all safety concerns, analyzes the capital and direct costs of all proposed new procedures and provides this analysis to the Administrator for a final profitability analysis.

· Supervises and directs all environmental areas and controls for the facility to ensure safety and compliance with all state, federal and accreditation requirements.

· Completion of annual evaluation of clinical managers as well as assisting clinical managers with completion of annual evaluations of clinical staff.
