ORGANIZATIONAL SUMMARY

Since 1982, the Coalition for the Homeless of Houston/Harris County (CFTH) has been successfully uniting partners and maximizing resources to move people experiencing homelessness into permanent housing with supportive services so that everyone in our community can have a safe place to call home. CFTH has received recognition as one of the nation's most successful and effective Homeless Response System (HRS) lead agencies that, along with its more than 100 other community partners, has transformed our city and surrounding counties by decreasing homelessness by more than 60% since 2011

POSITION SUMMARY

The Manager of Homeless Response System Planning and Implementation is responsible for collaborating with key stakeholders to build and enhance programs, increase operational efficiency and effectiveness, identify and make recommendations to address service gaps and evolving needs, and optimize opportunities to improve housing and economic stability within the communities we serve. As the HRS operational leader, this position will be instrumental in identifying and leveraging resources, leading diverse teams and complex projects, utilizing data and analytics to measure outcomes and recommend program enhancements, and developing strategies that facilitate housing stability & retention within the HRS.

KEY RESPONSIBILITIES

  • Assist with annual HUD Continuum of Care (CoC) Program application submissions, ensuring transparency and comprehensive preparations. Align activities with HEARTH Act requirements and provide data-driven insights for the CoC Steering Committee's decision-making. 
  • Organize training sessions to enhance performance outcomes and ensure regional coordination.
  • Coordinate data reporting for accuracy and compliance, including HMIS data consistency and reporting deadlines. Offer technical assistance for Annual Performance Report (APR) completion and monitor monthly/quarterly reports for service delivery effectiveness.
  • Oversee compliance and performance training and monitor grant adherence for HRS-funded and privately funded projects to improve service delivery.
  • Identify providers or funding sources to meet system needs and contribute to strategic directions with data-driven recommendations.
  • Work with the Domestic Violence (DV) System to ensure coordination and build collaborative partnerships with critical stakeholders, enhancing program effectiveness and outcomes (e.g., housing stability and income generation).
  • Design metrics, utilize data analytics to track HRS program effectiveness, make recommendations for enhancements, and identify needs for new programs.
  • Direct and manage special projects and initiatives, such as the Community Care Housing Program (CCHP) and the Day One initiatives.
  • Serve as a subject matter expert, continuously updating knowledge on trends, best practices, and policy developments in homeless response systems to inform decision-making and strategy.

REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE

  • Bachelor's or associate degree and four (4) years of related experience, OR high school diploma and six (6) years of related experience. 
  • Four (4) years of direct people leadership experience within the last five (5) years.
  • At least three (3) years of experience in a project management role or role for which project management was the primary responsibility.

PREFERRED QUALIFICATIONS, SKILLS, AND EXPERIENCE

  • Experience working with the Homeless Management Information System.
  • Deep knowledge and understanding of trends, best practices, the latest research, and policy developments associated with homeless response systems.
  • Understanding of HUD homeless response system programs and required outcomes, housing programs, compliance, and Continuum of Care (CoC) operations.

  • Ability to engage with colleagues, clients, and partners with a consistently positive and respectful demeanor, fostering productive and supportive relationships.
  • Strong communication skills, including group facilitation skills and the ability to communicate verbally and in writing with diverse constituencies.
