Compensation

Salary Range: $88,539 - $131,381 (Grade D - 636 hay points)

Responsibilities

Manage environmental and FDNY regulatory compliance programs for petroleum and chemical bulk storage tanks, including mandatory tank testing. Conduct annual testing of fuel in diesel storage tanks. Enhance and maintain systemwide stormwater management plans and site-specific pollution prevention plans and oversee the implementation of best management practices. Manage all aspects of compliance for regulated wastes, backflow prevention, air permitting and requirements governing asbestos, lead and silica systemwide. Provide technical assistance and manage contracts related to all aspects of environmental compliance systemwide.

Additional Responsibilities include but are not limited to the following:

  • Manage underground tank storage system testing program in accordance with environmental and FDNY requirements. Manage testing for leak detection and prevention devices, spill containment structures, tank chemical bulk storage integrity tests, and petroleum bulk storage integrity tests. The position is also responsible for referring repairs related to test failures to the appropriate parties.
  • Ensure tank storage systems meet all environmental and FDNY regulatory requirements. Conduct annual inspections of chemical bulk storage tanks at all facilities and participate in internal and external inspections and audits. Advise and follow up on corrective actions to address deficiencies. Prepare updates for senior management.
  • Review 10-day environmental inventory reconciliation variances which exceed the permitted levels to ensure they are not leak related and metering equipment is properly functioning. Monitor water levels in tanks every 10-days to ensure there is no water intrusion due to tank integrity issues. Track tank usage to identify tanks meeting the regulatory "out of service" criteria and close tanks accordingly. Conduct annual testing of fuel in diesel tanks, treat fuel with microbiocide as needed and retest. Ensure tank PMs are modified to reflect revised regulatory and operating requirements.
  • Develop and maintain systemwide stormwater management plans and site-specific pollution prevention plans, and development and implementation of best management practices. Manage the catch basin cleaning contract. Manage all aspects of waste management including sampling, classification, storage, and disposal requirements. Ensure the GSSEM environmental checklists are revised to reflect revised regulatory and operating requirements. Ensure compliance with NYS DOH and NYC DEP annual backflow prevention (BFP) testing requirements. Coordinate, schedule and participate in internal and external inspections and audits for stormwater management, waste management, and BPFs. Advise and follow up on corrective actions to address deficiencies. Prepare updates for senior management. Ensure compliance with air pollution prevention requirements including stationary sources, asbestos, lead, and silica.
  • Research applicable regulations and provide regulatory guidance to depot management and Plant and Equipment related to all aspects of environmental compliance. Act as the liaison with OSS for all environmental regulatory issues and FDNY tank compliance issues. Develop and manage applicable contracts related to environmental regulatory compliance.

Education and Experience

  1. Baccalaureate degree in Science, Engineering, or a satisfactory equivalent and six (6) years of related experience, at least three (3) years of which have been at a managerial/supervisory capacity; or

2.A satisfactory equivalent combination of education and experience

Desired Skills

  • In-depth knowledge of bulk storage system and other regulatory requirements.
  • Excellent verbal and written communication skills.
  • Knowledge of NYCT Rules and Regulations and depot operations.
