Clinch-Powell Educational Cooperative is Hiring a Head Start/Early Head Start Director Near Tazewell, TN

The Clinch-Powell Educational Cooperative Head Start/Early Head Start Program (HS/EHS) is seeking to fill the position of Head Start/Early Head Start Director (Program Director) at the Central Office located in Tazewell, Tennessee.

The Program Director is responsible for the oversight and operation of a multi-county, rural Head Start/Early Head Start Program serving 422 children and families. Under the direction of the Executive Director, the Program Director will perform all duties necessary to meet the Office of Head Start Program Performance Standards (HSPPS). Supervisory responsibilities are required in accordance with the organization's policies and procedures, the HSPPS, and Tennessee Department of Human Services Licensing Standards. This position requires the management of more than 135 employees in a team environment. Additionally, monitoring and appraisal of job performance are required to ensure accountability. Candidates must be detail-oriented, possess the ability to prioritize a complex work load, and use effective communication skills to establish and maintain effective working relationships with employees, parents, and the general public.

Specific Duties Include:

1. Providing executive leadership, management, and administrative direction that ensures appropriate program planning, implementation of program objectives, Office of Head Start Performance Standards, and federal grant administration policies.

2. Exercising management control over a comprehensive and confidential recordkeeping and reporting system.

3. Providing executive leadership in hiring, training, directing, and evaluating personnel within an effective and fair personnel management system.

4. Developing and exercising administrative direction over a financial management system that ensures budget planning and development, providing current information on expenditures, and maintaining control over the Head Start and Early Head Start grants.

5. Providing executive leadership in establishing and supporting the Policy Council, Advisory Committees and parent committees and in developing parent and community participation and support for the program.

6. Providing leadership in competitive grant writing, the annual Self-Assessment process, and strategic planning that ensures the future sustainability of the program, while assuming primary responsibility for the preparation and submission of the annual Head Start Grant Application.

7. Negotiating and administering contracts for services that facilitate and establish collaborative relationships with community agencies to enhance services to program participants.

8. Adhering to Clinch-Powell Educational Cooperative’s HS/EHS confidentiality policy and professional ethics and standards while positively promoting Head Start’s mission in the community.

9. Exhibiting work habits that comply with Agency personnel policies and procedures and completing special assignments from the Executive Director and Board of Directors. Assisting in the recruitment of Head Start/Early Head Start families to ensure full enrollment.

Qualifications Required:

Candidates must possess a Bachelor’s or Master’s Degree (preferred) in Early Childhood Education, Public Administration, Human Services, or related field with a minimum of five years experience in personnel management, fiscal management, administration, and grant development. Priority will be given to individuals with a degree or experience in Early Childhood Education. A background in Head Start or preschool management is preferred.

This position is a full-time, five-day per week, twelve-month per year position at the Central Office in Tazewell, TN. Salary will be based upon education and experience.
