Cleveland County is Hiring a PURCHASING SPEC Near Shelby, NC

Performs intermediate administrative work procuring supplies, equipment, and services, reviewing purchase requisitions, preparing bid and contract specifications, assisting with the maintenance of accounts payable and financial records, preparing reports, records and files, policy documents, procedure documents, and related work as apparent or assigned. Work is performed under the moderate supervision of the Finance Director. The normal work schedule is Monday through Friday 8AM- 5PM.
ESSENTIAL FUNCTIONS:
Manages the County's procurement program which includes but is not limited to:
purchase order balancing; prepares manuals and policy documents
administers purchase order process and bid process
ensures available budget for purchase
assigns equipment numbers if needed for capital assets
places orders for the county departments; handles year end processes
Assists with training County staff on purchasing procedures and financial and procurement systems. Trains new employees on purchasing procedures.
Provides customer service by meeting with the departments about future goods and services; assists with preparing purchase requests; meets vendors and walk-in visitors; answers questions concerning procurement; provides feedback to vendors about procurements.
Manages, assists, and/or oversees contracts for all departments.
Approves and audits accounts payable bills from other departments as needed to assist the processing of accounts payable.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of related industry, organization, and department policies, practices, and procedures; thorough knowledge of related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws; thorough knowledge of all methods, procedures, policies and activities related to purchasing and inventory control activities; thorough knowledge of all regulations and standards for quality, cost and service requirements; thorough knowledge of the records and reports which must be prepared and maintained; ability to understand and follow complex oral and written instructions; ability to perform various purchasing and delivery functions; ability to make arithmetic computations using whole numbers, fractions, and decimals; ability to compute rates, ratios, and percentages; ability to understand and apply governmental accounting practices and maintenance of financial records; ability to communicate effectively in oral and written forms; ability to prepare and maintain records and reports; ability to establish and maintain effective working relationships with vendors, associates and the general public.
MINIMUM EXPERIENCE & EDUCATION:
Associates/Technical degree with coursework in accounting, business, contracts, purchasing or closely related field and 3-5 years' experience working in purchasing, or equivalent combination of education and experience. Ability to and desire to complete coursework to obtain the Carolinas Association of Governmental Purchasing certificate as a Certified Local Government Purchasing Officer (CLGPO).
PHYSICAL REQUIREMENTS:
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires sitting and occasionally requires standing, walking, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic).
SPECIAL REQUIREMENTS:
HUBSCO training certificate or ability to obtain such within 6 months of hire. HUBSCO is the reporting system used by local governments to report to North Carolina Department of Administration on construction spending with Historically Underutilized Businesses
