Duties

This is a non-bargaining unit position.

Physical Demands: Work is normally performed in an office while seated at a desk or table. Incumbent occasionally carries books and papers weighing up to 10 pounds to and from meetings away from the work site.
Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Major Duties:
  • Supervises a staff of employees to accomplish the work of the organizational unit and exercises supervisory authorities and responsibilities involving work assignment and review.
  • Directs the preparation and submission of the VA monthly, quarterly, and annual budget execution and financial reports on the status of VA's accounts as required by Treasury and the Office of Management and Budget (OMB).
  • Provides analysis, advice, and interpretation on federal reporting and USSGL requirements in compliance with OMB Circulars A-11 and A-136, and the Treasury Financial Manual policies, procedures, and instructions on federal financial management.
  • Oversees teams responsible for initiating and conducting studies that require an integrated analysis of: intricate and complex accounting systems, financial and budget execution reporting, business activities, and financing sources over a broad range of fund types and appropriations.
  • Leads teams providing analyses on general ledger posting logic and transaction scenarios and the related impact to VA's financial statements.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/02/2024.
You may qualify based on your education/experience/combination as described below.
A transcript must be submitted with your application if you are basing part of your qualifications on education.Individual Occupational Requirements:Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience preparing or approving month-end/year-end adjustments for inclusion with financial statements; leading a project or team on accounting-related matters; resolving highly technical and complex accounting or financial reporting problems; meeting multiple, competing deadlines; and advising leadership on accounting topics as a subject matter expert.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
