Clark County, WA is Hiring a Program coordinator Near Boston, MA

Job Summary

Under the direction of the STI HIV Prevention and Harm Reduction Program Manager (PM) II or designee, the Program Coordinator (PC) II provides coordination for the agency’s STI, HIV and hepatitis C disease surveillance and response and harm reduction programs.

These programs are responsible for the investigation and response to Washington State’s notifiable conditions in Clark County, outbreak response, disease surveillance, and harm reduction services.

This position also provides consultative and technical assistance on STI HIV and Harm Reduction issues and serves as a liaison to community partners and internal cross-purpose teams in support of Clark County Public Health efforts.

This position requires close interactions with other local, regional, and state organizations. This position may interact with clients / patients and will provide operational support for the Program Manager II.

Organizational responsibilities include understanding and promoting the department’s public health mission, providing courteous, respectful, efficient customer service to all department clients, honoring diversity of all department employees and constituents, participating in department training, implementing accreditation standards, and striving for personal excellence in public health work.

This is an exempt management position. This position requires independent judgment and ability to work and manage independently and collaboratively with limited management;

and at times takes direction from the Health Officer and Deputy Health Officer who has statutory responsibility for communicable disease control.

Participation in community outreach events is a requirement for this position and may involve evenings and / or weekends.

This is a hybrid / remote position, however, the candidate selected must reside in OR or WA. No Exceptions.

Qualifications

Education and Experience :

Bachelor’s degree in nursing or public health.

Two (2) or more years of experience in a public health setting, including a background in providing direct STI or HIV prevention and / or harm reduction client services and coordinating program services.

Strong management experience with demonstrated success in leading organizational change preferred.

  • Knowledge of : Principles and practices of program operations and project management, including planning, scheduling, monitoring, and problem solving;
  • conduct analysis and formulate conclusions; demonstrated ability to perform communicable disease control and surveillance activities;
  • harm reduction practices; interviewing and counseling techniques; electronic medical record documentation; the impact of socioeconomic status, race, ethnicity, mental or physical ability, religion, gender, and gender expression, gender identity on behavior, attitudes and values related to health;
  • the role of cultural, social, and behavioral factors in determining the delivery of public health services; the Council on Linkages Public Health Competencies and incorporation into public health work;

Washington State Nurse Practice Act.

  • Ability to : Foster effective working relationships and build consensus with persons from diverse backgrounds including age, color, religion, national or ethnic origin, socioeconomic status, physical characteristics, sex, sexual orientation, gender identity, gender expression, marital status, veteran status, health status, genetic predisposition, political belief, mental, or physical ability;
  • plan, organize, prioritize, work independently, and meet deadlines; use judgment and make sound decisions; express ideas effectively both orally and in writing and maintain accurate records;
  • effectively use a personal computer, Microsoft Office software, email, and internet to accomplish job functions; work in sensitive and stressful situations;

accurately document in the record interventions and outcomes.

Other Special Requirements :

Must successfully pass a criminal history background check which may include state or national fingerprint records check, pursuant to RCW 43.43.830.

Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license and possess and maintain current auto insurance and an acceptable driving record throughout the course of employment.

Examples of Duties

Duties may include but are not limited to the following :

Provide input into the planning and development of the STI HIV Prevention program; analyze data on community needs, and service provision;

coordinate program and systems plans with local and State partners.

Assist with the evaluation and facilitation of the planning and implementation of STI control strategies, programmatic outreach activities and other special projects.

Assist with the coordination of program operations; provide support, guidance, and as directed by the PMII, supervision of technical, professional, and para-professional program staff and allocation of other program resources.

Participate in hiring, training, and evaluation of program staff in support of workforce development. At the direction of the PMII, work with employees to correct deficiencies and implement performance improvement plans.

At the direction of the PMII, assist in management and ensure compliance with statements of work for all program related grants and contracts.

In collaboration with the PMII, develop and maintain grant and program specific expenditure plans to ensure timely, appropriate, and effective utilization of program funds.

Promote the reporting of notifiable conditions with healthcare providers and laboratories to ensure compliance with reportable conditions reporting per WAC and RCW.

Collaborate with local and state partners (i.e. community healthcare providers, medical centers, public health labs, state, and federal agencies) to respond to infectious disease situations and outbreaks, as well as to promote improved surveillance and reporting of Sexually Transmitted Infections.

Provide input in drafting, reviewing, and editing, complex technical reports on a diverse spectrum of topics ranging from STI HIV surveillance and case investigation, as well as harm reduction practices.

Provide input into the development of comprehensive reports for surveillance and outbreak response. Reports may be shared with community healthcare experts and healthcare facility administration to inform changes in policies, procedures and / or processes which could reduce the spread of communicable diseases.

Assist in the development and implementation of operating and programmatic training guidance documents related to case investigation and surveillance activities, point of care testing, specimen collection and processing, as well as harm reduction services based on current research and best practices.

Assist in the development and oversight of quality assurance efforts for STI HIV related activities to evaluate effectiveness of response efforts, investigational tools, educational resources developed, and trainings and outreach activities provided by CCPH.

Assist PMII in providing operational oversight and coordination of day-to-day operations of the Harm Reduction Center.

Participate in development and implementation of outreach strategy in coordination with PMII and ID Portfolio Outreach Program Coordinator to educate community leaders, collaborators, and community partners about STI HIV prevention and harm reduction strategies.
