Clark County Government is Hiring a HIV Outreach Testing Counselor Near Jeff, IN

Title:

HIV Outreach Testing Counselor

Reports to:

Program Director

Classification:

Full-time, salary, non-exempt

Qualifications:

High school diploma. Knowledge of HIV, hepatitis C, sexually transmitted infections and substance use strongly encouraged. Candidate must have valid driver's license, as travel is required using county vehicle.

Some evening and weekends required.

Duties:

Testing and Counseling

  • Conduct HIV, syphilis and hepatitis C testing rapid test to participants eligible to receive services
  • Conduct pre and post test counseling to eligible participants
  • Prepare and handle samples for shipment utilizing universal precaution
  • Present results to participants in a non-judgmental, empathetic manner
  • Provide testing services in each of the fourteen (14) counties CCHD serves at least quarterly
  • Follow universal precautions and biohazard regulations
  • Provide SSP/ Harm reduction services
  • Maintain confidentiality at all times

Community Outreach

  • Identify agencies and organizations that focus their mission on treating people with substance abuse disorders, or clients who are at-risk for abusing substances
    • Targeted Individual Outreach
  • Participate in Substance Abuse Council meetings on a monthly basis
  • Attend community meetings relevant to substance abuse treatment and substance issues as directed by Program Director
  • Attend CCHD/HHAC sponsored community events
  • Ensure all information being presented to the public is up to date and current
  • Program promotion

Education

  • Strive to increase knowledge of HIV and other STI-related issues
  • Strive to increase knowledge of substance abuse related issues
  • Attend relevant and mandatory trainings, workshops or meetings as directed by IDOH and Program Director
  • Obtain and maintain Phlebotomy training, OraQuick® / insti test certification

Reporting

  • Document all activity according to the policies and procedures of the IDOH testing Program
  • Enter all data pertinent to program activity into appropriate databases
  • Complete all required reports (IDOH, CAG, Health Foundation etc.)

Collaboration

  • Attend monthly meetings
  • Collaborate with regional health department staff to provide referrals to DIS when participants have a positive test result
  • Provide referrals to Care Coordination when participants have an HIV positive test result

Other duties as assigned; any other necessary functions to satisfactorily perform occupational requirements

Criminal background and drug screen required.
