POSITION DESCRIPTION :

Highway / Transportation Assistant Super Intendent

CLARK COUNTY INDIANA

POSITION : Assistant Superintendent

DEPARTMENT : Highway / Transportation

WORK SCHEDULE : 7 : 00 a.m. - 3 : 30 p.m. M-F

STATUS : Full time, non-exempt

The requirements listed in this document are representative of the knowledge, skill, and / or ability required for the role of Assistant Superintendent of the Clark County Highway Department.

Successful candidate will serve as the Assistant Superintendent for the Clark County Highway Department, primarily responsible for providing technical support and overseeing day-to-day operations of personnel in the maintenance of County roads, bridges, and rights-of-ways as well as overseeing the health, safety, and environmental requirements set forth by Clark County in alignment with DOT policy, OSHA and IOSHA policy, and IPEP.

A successful candidate will also demonstrate core values, a Lead By Example mentality, and a "bring the weather" mindset.

DUTIES INCLUDE BUT ARE NOT LIMITED TO :

  • Supervises and directs personnel, including planning, scheduling, and coordinating work assignments as directed and in cohesion with the Highway Superintendent ensuring timely completion of work, records fuel logs.
  • The assistant superintendent will also be responsible for reviewing time sheets, including overtime, comp time, and PTO time before submitting to the Highway Superintendent for payroll.
  • Overseeing all maintenance operations related to the 403 and New Washington facilities.
  • Maintain equipment log for all hand tools and safety equipment. Track who checks out equipment and when they return equipment.
  • Maintains logs of job briefings, equipment inspections, safety inspections, training, OSHA inspections, and all other records as requested by Superintendent and required by guidelines.
  • Works hand in hand with the Safety Committee lead on safety initiatives and serves as a member of the safety committee.
  • Reviews employee time sheets and provides essential information such as PTO time and Comp-time to Office Manager.
  • Performs duties of the Highway Superintendent in their absence.
  • Supports and demonstrates all policies, procedures, and SOPs of Clark County Government and Clark County Highway Department
  • Provides day-to-day supervision of the Highway Department Sign Crew.
  • Maintains current knowledge of MUTCD provisions and works to ensure that Highway Department compliance with MUTCD requirements.
  • Provides day-to-day supervision of the Highway Department Garage Mechanics.
  • Works with the Highway Superintendent to ensure the garage mechanics have essential equipment to safely maintain all Highway Department equipment and vehicles.
  • Monitors and responds to calls from work crews, County personnel and public calls to assess potential road maintenance issues and directs appropriate Highway crews or other personnel as needed to address the situation.
  • Receives, investigates, and responds to inquiries, request, and complaints from the public regarding condition and maintenance of County roads, bridges, and rights-of-ways and services, including inspecting problem sites and initiating corrective actions on valid complaints.
  • Keeps the Highway Superintendent involved and informed in all aspects of departmental happenings and workings.
  • Assists with the preparation of various reports such as road plans, equipment plans, annual operation report data, and the development of year end Highway Department statistics.
  • Performs quarterly site inspections of the 403 Garage and the New Washington Garage for the IDEM compliance report.
  • Performs related duties as assigned.

BASIC SKILLS AND KNOWLEDGE REQUIREMENTS

  • High school diploma or GED.
  • Must be at least 21 years old.
  • Ability to meet all County hiring requirements, including passage of a medical exam, driver license background check and a drug test.
  • Working knowledge of and ability to make a practical application of Highway Department safety policies and procedures and applicable OSHA safety policies and procedures.
  • Ability to effectively communicate orally and in writing with co-workers, other County departments, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
  • Working knowledge of County areas and applicable state and local codes and terminology, with ability to accurately read, interpret, and use land documents such as legal descriptions, deeds, engineered drawings, aerial photos, and various maps, to identify locations of potential problem areas and contacting appropriate personnel to maintain and ensure the safety of the public in areas throughout the County.
  • Knowledge of basic filing system and ability to maintain accurate and complete department files and records, both physical files and electronic files.
  • Working knowledge of Microsoft Office Suite with focus on Excel, Power Point, Outlook, and Word. Power BI is a PLUS!
  • Must be able to maintain the department's time and attendance system via county software
  • Ability to compare or observe similarities and differences in data, and evaluate, observe, diagnose, or investigate.
  • Ability to work alone with minimum supervision and with others in a team environment, often amidst frequent distractions, interruptions, and time constraints.
  • Ability to work strenuously for extended periods and work on several tasks at the same time.
  • Ability to apply knowledge of people and locations, plan / layout assigned work projects, and complete and maintain accurate records of maintenance / repair activity.
  • Ability to read / interpret detailed blueprints, sketches, specifications, technical manuals, instruments, gauges, and dials.
  • Ability to work on several tasks at the same time and work rapidly for long periods, often under pressure.
  • Ability to occasionally work extended hours, evenings and / or weekends or holidays during emergency situations.
  • Ability to respond to an emergency from and off-duty status.
  • Possession of a valid CDL (Class A or B) Indiana driver's license and demonstrate a safe driving record, and ability to be insurable to drive assigned vehicles under the County's insurance policy.
  • Ability to perform duties of Highway Superintendent in his / her absence.

WORKING CONDITIONS

Incumbent performs majority of duties in a standard office environment and / or outdoors involving, working in hot or cold temperatures, working in wet / icy surroundings, working near fumes, odors, dust, dirt, and working in a noisy environment.

Incumbent occasionally works extended hours, evenings, and / or weekends. Incumbent occasionally responds to emergencies on a 24-hour basis.
