Description

PURPOSE OF POSITION
:
The Director of College Safety develops, designs, administers, monitors, and evaluates safety and security programs in a manner that ensures College compliance with federal, state, and local regulations, College policies, and industry standards. This position also serves as the primary safety resource for all employees and departments, as the primary emergency management coordinator, and as the primary liaison to all local, state, and federal law enforcement and emergency management personnel. Implementing and administering all security and emergency operations for the College, supervising and directing all activities and efforts of the College Safety Department, and providing leadership to the College's Emergency Response Team and the CCC Ready Advisory Group are also important functions of this role.
ESSENTIAL JOB FUNCTIONS
:
1. Leadership and Management of the College Safety Division (25% of Time)
1.1. Creates and maintains College safety awareness programs to meet federal, state, and local regulations. Reviews relevant regulations, develops policies, performs ongoing reviews of regulations for updates, and reviews College departments for compliance.
1.2. Works collaboratively and effectively with Human Resources regarding staff safety and security.
1.3. Develops, schedules, and/or conducts safety training and education programs for staff, students, and campus users based on timely topics and staff/student input.
1.4. Maintains records of employee training sessions and certifications such as CPR/First Aid and ICS training.
1.5. Conducts campus awareness programs and presentations on safety, security, and crime
prevention to faculty, staff, management, and students.
1.6. Liaises with Academic Foundations and Connections staff for student orientation, information, and training.
1.7. Establishes and oversees the College Threat Assessment Team to evaluate identified safety concerns, such as referrals from College Behavioral Intervention Team (BIT). Participates in regional threat assessment groups as the College's representative.
1.8. Participates in other committee and/or advisory group assignments requiring security and threat assessment expertise. Provides input on security standards for new construction and existing building retrofit projects. Develops and leads large-scale drills, tabletops, and exercises at the College.
1.9. Supervises Campus Safety Officers; establishes staffing plans; prioritizes and assigns work; conducts performance evaluations; ensures staff are properly trained; makes hiring, termination, and disciplinary recommendations.
2. Compliance, Training, and Awareness (25% of Time)
2.1. Creates and maintains College safety awareness programs to meet federal, state, and local regulations. 3. Emergency Management and Preparedness (25% of Time)
3.1. Provides leadership to the College's Emergency Management Team and the CCC Ready Advisory Group.3.2. Coordinates, oversees, and tracks security and emergency procedures training for College employees, students, and campus users; implements hands-on drills and exercises to prepare for and assess the College's readiness to respond to safety, security, and crisis situations.3.3. Provides both internal and external planning and practices that simulate actual disasters or incidents.3.4. Acts as incident commander for drills and exercises.3.5. Provides input on safety messaging plans and initiatives for College communication including but not limited to: emergency safety guides, social media messages, internal and external messages, and emergency notifications.3.6. Responds to emergency incidents. Manages, operates, and maintains the Emergency Operations Center (EOC).3.7. Establishes and maintains agency policies and communication procedures for employees and volunteers, including Building Emergency Response Team (BERT) members.3.8. Manages and administers the College's emergency management and emergency incident response programs including planning, training, written emergency plans, and collaboration with local emergency service providers and others.3.9. Maintains evacuation, emergency equipment location, utility shut-off, and other campus maps. Ensures that maps are regularly updated, posted in common areas, and provided to local emergency response and dispatch personnel.3.10. Manages evacuations, shelter-in-place, and other procedures and responses as appropriate and required.3.11. Liaises with Counseling and other staff to implement trauma recovery services following a major event.3.12. Develops and maintains working relationships with local and regional emergency management partners and facilitates appropriate inter-governmental agreements (IGA) and memorandums of understanding (MOU).3.13. Assists with the development and annual review of the College Continuity of Operations Plan (COOP) for all areas including business, academic services, and facilities.
4. Security and Response to Incidents (25% of Time)
4.1. Provides leadership in the development, implementation, and management of campus public safety and security operations and services in compliance with applicable laws, regulations, College policy, and collective bargaining agreements. Evaluates effectiveness of operations and services; develops, recommends, and implements plans to improve operations and services.4.2. Implements and oversees comprehensive on-going training for Campus Safety personnel.4.3. Consults with and provides direction to College executive officers, administrators, faculty, staff, and students regarding crime victimization and vulnerability, policy and procedures, criminal justice system issues, public safety problems, parking issues, and civil liability.4.4. Responds to incidents on campus; determines appropriate security responses to incidents; conducts investigations and writes reports; contacts and liaises with law enforcement authorities regarding crimes on campus, as appropriate.4.5. Prepares a variety of written reports and documents in compliance with federal, state, and College reporting requirements. Oversees compilation and maintenance of data to comply with Federal Campus Crime Reporting (Clery) Act requirements.
GENERAL JOB FUNCTIONS:

  • Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.

  • Maintain student confidentiality, data integrity, and comply with all related college, state, and federal standards, including the Family Educational Rights and Privacy Act (FERPA).

REQUIRED QUALIFICATIONS
:
Bachelor's degree in Business Administration or related field and a minimum of 3 years' experience related to public safety, including management and supervisory experience. Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.
Advanced knowledge of the following: police practices and procedures, investigative methods and techniques, federal, state and local laws, report writing, and safety precautions.
Ability to exemplify traits that reflect the College's culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility and a willingness to change.
SPECIAL REQUIREMENTS OR LICENSES
:
Must be at least 21 years of age with no criminal record and possess a driver's license accepted by DPSST and the State of Oregon upon hire. Must successfully complete DPSST Supervisory Manager certification within six months of appointment or upon hire and maintain this certification in good standing during employment. Must complete Incident Command Training IS-100, 200, 300, and 700 (or equivalent Incident Command Training) after hire.

WORKING CONDITIONS
:
The position requires minimal (20-40%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment.
The position requires some (20-40%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work require continual speed, agility, hand eye coordination and equipment operation.
The work environment is protected with only some occasional hazards or obstacles (20-40%). There is a moderately low level of personal risk or hazard. Job conditions are occasionally uncomfortable, with moderate (20-40%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may have some responsibility for driving.
SUPERVISORY RESPONSIBILITIES
:
Responsible for the direct supervision of approximately 1 exempt FTE and indirect supervision of 6 FTE.
