Description

PURPOSE OF POSITION
:
Support technology to deliver on Clackamas Community College strategic plan initiatives and meet CCC's technology needs in support of the College's mission to foster excellence for every learner through innovation, collaboration, leadership, and service. Oversee software development, Enterprise Resource Planning (ERP) systems, SQL development, wired and wireless networks, and data center architecture, administration, security, and support of those Clackamas Community College IT services. The position also serves as the Systems and Network Manager, provides leadership for and oversees the College's Systems and Networking team, including processes and procedures. This position establishes and maintains Service Level Agreements (SLAs) and the Service Desk Catalog; schedules, coaches, and trains technicians and student workers; makes recommendations to the CIO concerning departmental resources; coordinates and oversees the resolution of client issues, with the goal of proactively ensuring SLAs are met; and may provide on -site training and conduct periodic quality control checks. In addition, this position serves as a senior technical subject matter expert; addresses Tier 2 to Tier 3 transitions; handles complex service requests; and builds and maintains client relationships across the College campus with ITS customers.
SCOPE OF RESPONSIBILITY:
Incumbent's scope involves a high degree of complexity with a wide diversity of work situations. They determine their own practices and procedures as well as contribute to the development of new concepts. Their decisions have significant, broad implications for the management and operations of a division as well as the overall strategy and direction of the entire organization.
Incumbent deals with highly varied, complex, and often non-recurring problems that require novel and creative approaches to resolution where new concepts and approaches may have to be developed. They set their own goals and determine how to accomplish defined results with few or no guidelines to follow, although past practices may exist. Their supervisor/manager provides broad guidance and overall direction.
ESSENTIAL JOB FUNCTIONS
:
1. Information Technology Services Operations (50% of time)
1.1. Evaluate the effectiveness of most Information Technology infrastructure on campus; find technical solutions with the support of ITS Engineers and vendors; identify obsolete technologies that require retirement or replacement; evaluate engineering proposals for effectiveness, security, safety, cost, and supportability; plan for migration to new technology and for training of technical staff and other department personnel. Collaborate with CIO on final architecture and funding approval.1.2. Monitor overall service delivery of ITS Services and follow up on any identified areas of concern. Respond to escalated service concerns to resolve and identify the actions required to avoid a reoccurrence. Serve as a partner to areas supported to ensure customer service delivery.1.3. Coordinate escalated TIER 3 issues which cannot be resolved by the Service Desk by working with the appropriate TIER 3 resource (Systems Engineer, Network Engineer, or Developer).1.4. Work with department managers or leads to collaborate on upcoming needs or direction.1.5. Manage vendors. Coordinate and enforce agreed upon schedules with vendors; evaluate various vendors for their ability to perform the work at areas on able price; negotiate contracts for VP signature; ensure work complies with industry best practice and meets CCC needs.1.6. Create and maintain service level agreements (SLAs) and the Service Desk Catalog. Analyze and track statistical information related to service desk tickets and actions and present monthly reports detailing the type and number of tickets for various Clackamas Community College (CCC) departments.1.7. Compile written reports for the purpose of annual budgeting and resource planning. Proactively identify and recommend modifications to service levels or changes in workflow/processes.1.8. Oversee documentation. Ensure procedures are fully documented and as-built diagrams are current and developed at the appropriate level of detail to perform the mission.1.9. Maintain safeguards around confidential and/or sensitive files and documents. Develop an information security training program for CCC staff and faculty.1.10. Maintain a safe learning environment and work place for faculty, staff, and students; follow all safety rules and procedures for work areas.1.11. Collaborate with staff to streamline and improve customer service processes and systems. Works with internal and external customers when problems require escalation. Functions as the decision maker when customers require specialized care.
2. Supervision (35% of time)
2.1. Work with IT Leads and Managers to train, motivate, and evaluate staff within Enterprise Systems, Systems and Networking Division, and Service Desk Division of ITS.
2.2. Meet with team leads and managers regularly to evaluate status of all current projects and evaluate ability to meet deadlines. Reprioritize projects as necessary to meet the critical needs of the college.
2.3. Provide or coordinate training; work with employees, leads and managers to correct deficiencies; implement discipline and termination procedures; prepare performance appraisals.
2.4. Plan, direct, and coordinate work within Systems and Networking Division of ITS. Meet with staff to identify and resolve problems; assign and prioritizes projects and tasks; review and evaluate work methods and procedures; adjust staffing levels and work locations to respond to fluctuating workloads.
2.5. Review and coach staff on professional development plans.
3. Financial (15% of time)
3.1. Develop ITS budget collaboratively with CIO and other ITS Managers. Consider growing technology needs of the Department, equipment needs (new and replacement), space, staffing, training, etc.
3.2. Develop fiscal impact statements based on projected costs of proposed projects.
3.3. Accountable for long-range operational and strategic planning with a low level operating budgetary authority.
3.4. Accountable for high budgetary level of control for capital assets.

REQUIRED QUALIFICATIONS
:
Bachelor's degree in Computer Science, Business Administration or Information Systems; 3 years' relevant work experience, including management and supervisory experience; 3 years' fulltime supervisory/lead experience in an area of datacenter, software development, and/or network systems. Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.
Ability to exemplify traits that reflect the College's culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility and a willingness to change.
PREFERRED QUALIFICATIONS
:
Master's degree in Computer Science, Business Administration, or Information Systems.

WORKING CONDITIONS
:
The position requires minimal (20-40%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment.
The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.

SUPERVISORY RESPONSIBILITIES
:
Responsible for the direct and indirect supervision of full-time and part-time employees, including a team of Network Engineers, Server Administrators, and Helpdesk Support staff. May provide training and orientation to other newly assigned personnel, and may assign work to student workers.

Works under the general direction of the Dean, Information Technology Services/Chief Information Officer.
