NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Three years of experience in a business office or human resources office in one or more of the following areas: accounts payable, accounts receivable, general office management and/or bookkeeping; health insurance, benefits administration and/or personnel and benefits transaction processing.
Substitution: 30 semester credit hours for one year of experience; 60 semester credit hours for two years of experience.
REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as an Employee Insurance Examiner 1. If you have less than one year, you must be currently reachable on the Employee Insurance Examiner 1 eligible list for the Albany location.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 9 or higher eligible for transfer and determined to be similar by Civil Service.

55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
You must either meet the transfer qualifications listed above or meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are:
Either 1. three years of customer service* or business office** experience, or combination thereof;
Or 2. thirty college semester credit hours AND two years of full-time experience described in #1;
Or 3. sixty college semester credit hours AND one year of full-time experience described in #1.
- Customer Service is defined as dealing with many different individuals on a continuous basis where verbal communication is the primary means of accomplishing the duties of the position.
**Business office experience includes one or more of the following: general administrative/clerical duties, processing claims and/or bookkeeping, processing personnel or benefits transactions.
Examples of qualifying experience include but are not limited to: call center agent, customer service representative, sales representative providing information and service, or telemarketer.
Examples of non-qualifying experience include but are not limited to: cashier, fast-food worker, gas station attendant, or security guard.
You must meet the educational requirements by January 31, 2024. You must submit proof of successful completion of the educational requirements to the Appointing Authority or you will not be considered for appointment.
Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
