Baltimore City has vacant lots and underutilized public spaces that collect trash and contribute to neighborhood decline. These urban spaces can be as small as the size of one rowhouse (200 - 400 square feet) or as large as a city park but all can lead to considerable blight. There are approximately 3,000 vacant lots in Baltimore. Many of them clustered in communities where significant numbers of houses are unoccupied. According to the Baltimore Neighborhood Indicators Alliance, in 2013 for every 1,000 people in Baltimore there was an average of 75.8 incidents of dirty streets and alleys, 50.76 reports rat incidents, 4.9 reports of clogged storm drains, and 32.92 reports of abandoned vehicles. These incidents are directly linked to how engaged residents and the City are in keeping their neighborhoods and properties clean. They also impede the City's efforts to attract new businesses and residents. The rate of homeownership in Baltimore City is just 50.3%, compared to the state rate of 67.6% and the national rate of 64.9%.
