City of Woodbury is Hiring a Community Service Officer Near Saint Paul, MN

The Community Service Officer is a non-certified uniformed (but not armed) member of the Public Safety Department directly responsible to the Director of Public Safety, shift supervisor or their designee. The Community Service Officer is required to perform non-hazardous duties that relate to public safety with the primary responsibility to promote a safe and healthy atmosphere in the community. The maximum length of this position will be three (3) years.
 ESSENTIAL DUTIES AND RESPONSIBILITIES: 
Take oral and written orders as assigned by the Public Safety Director or his or her designee.
 
Handle minor traffic accidents and assist in traffic and crowd control.
 
Assist police officers by transporting individuals to jail. 
 
Handle animal complaints including investigating complaints, impounding animals and citing owners in violation of city code.
 
Patrol for and resolve violations of municipal ordinances including but not limited to junk cars, burning violations, trash violations, parking violations, and violations relating to use of public parks and playgrounds. Patrol to observe other law violations and report them to a police officer on duty.

Transport property and evidence as required. Provide general assistance on non-hazardous activities in all areas of police work.
 
Maintain department vehicles and equipment. Transport department vehicles and equipment for repair or cleaning. Report needed repairs or replacement of city property, including road signs and streetlights. Report any hazardous condition observed.
 
Perform office duties as needed.

Maintain and foster an environment, which facilitates the Exceeding Expectations (professional, responsive, leaders) philosophy of the City.
 
Perform all other duties and assume other responsibilities as assigned or apparent.
 
 ADDITIONAL EMPLOYMENT INFORMATION
 Position may perform fieldwork activities after scenes are safe and secured by law enforcement.
 
Community Service Officers wear a uniform on a daily basis including body worn cameras and an approved duty belt with OC, taser, handcuffs, flashlight, and radio.
 
Community Service Officers drive City vehicles.

Be able to read and understand correspondence, memoranda and materials.
 
Must be able to effectively represent the organization, department, and administrative operations to management and the public.
 
Must have ability to facilitate effective presentations at public meetings.
 
Demonstrated effective written and oral communication skills.
 
Ability to make accurate arithmetic computations and prepare and analyze complex financial reports.
 
Skill in the use and care of calculator, personal computers, printers, and other office equipment, and working knowledge of computer software.

Ability to perform, research, assemble information and prepare reports and studies. 
 
Ability to work effectively under pressure and to competently handle a number of different tasks in a single period of time. 
 
Ability to plan and perform duties with only general minimum supervision. 
 
Must be able to perform all essential position functions under the working conditions as described.
 
Ability to work evenings and weekends. Ability to serve "on call" duty assignments.
 
Ability to operate a motor vehicle and have a valid driver’s license.
 MINIMUM QUALIFICATIONS:
Strong interest in a career as a police officer AND: 
 
Currently enrolled in or completion of any of the following:
  1. A law enforcement/criminal justice/public safety degree program
or a current City of Woodbury employee, intern, or volunteer.
 
Minimum age – 18 years of age.
 
Valid and unrestricted driver’s license.
 
Must have earned either a high school diploma or G.E.D.
 
Ability to work 29 hours a week, between 6:00 a.m. and 11:00 p.m. Monday through Sunday.
Ability to work with animals.
 
Ability to communicate effectively with the general public in a polite and respectful manner even under conditions of stress.
 
Ability to communicate effectively in making oral and written reports. 
 
Ability to pass a public safety background.
 
Ability to pass a public safety psychological exam. 
 
Ability to pass a public safety physical exam.

This job is considered:

C. Hazards and Work Controls
The order of precedence and effectiveness of hazard control includes engineering controls, administrative controls, and personal protective equipment. Engineering controls include designing the facility, equipment, or process to remove or lessen the hazard, enclosing or isolating the hazard, or removal or redirection of a hazard thru industrial ventilation. Administrative controls include operating procedures, work permits, signs, monitoring of hazardous materials or processes, and training. Personal protective equipment is an acceptable method of control when engineering controls do not totally eliminate the hazard or when work procedures do not provide sufficient protection or during emergencies.

Administrative controls include procedures on safe handling of animals (dead or alive) to avoid exposure to zoonotic illnesses. Personal protective equipment includes disposable gloves, disposable suits, use repellants (ex. permethrin), etc.

Hearing: Normal hearing needed. Community Service Officers must discriminate among similar sounds in environments with a great amount of background noise. They must be able to detect suspicious activity from a distance or to receive important information despite radio or siren noise.
 
Smell: The employee must be able to smell in order to detect the presence of hazardous materials or illicit drugs. 
 
Speech: Must be able to communicate effectively and read and understand correspondence, memoranda and materials. 
 
Lifting: Must frequently lift and/or move up to 60 pounds and occasionally lift 
and/or move up to 165 pounds.
 
Touch: Must have ability to use touch in order to operate equipment properly and to administer CPR and other first aid procedures.
 
Walking/
Mobility: Must be able to walk or crawl while carrying or lifting. Must be able to ascend and descend stairs or ladders. Must be able to balance and have the ability to steady oneself and keep from falling. Must be capable of reaching (extend the hands or arms in any direction), capable of utilizing both gross and fine muscle functions for the handling (seizing, holding, grasping, turning, or otherwise working with the hands), fingering (picking, pinching, or otherwise working with the fingers), and feeling (perceiving attributes of objects such as size, shape, temperature, or texture by means of receptors in skin, particularly those of the fingertips).
