Position Description

The purpose of this position is to manage stormwater programs, utility operations, street maintenance, review revenues generated, field operations and building maintenance. Duties include managing personnel, mapping infrastructure and data, managing budgets, overseeing capital improvement projects, supervising regulatory and enforcement activities, and providing public education and outreach on water quality issues. Other duties include responding to severe weather events, serving on committees, providing highly responsible support to the Public Works Director and filling in, in the event of their absence.

Typical Tasks

  • Assist the Public Works Director in monitoring the efficiency and effectiveness of department operations including monitoring work load, administrative and support system standard operating procedures, and identifying/implementing areas for improvement.
  • Serves as Project Director for capital projects by coordinating with project management staff on design efforts, recruiting and monitoring consulting contracts, reviewing design plans and specifications, managing construction efforts, updating capital improvement plans, estimating costs for projects, managing all budgets, and responding to inquiries and requests from citizens, management and elected officials.
  • Manages staff by planning and prioritizing tasks, ensuring policy and procedure compliance, implementing updates to development plans, recommending changes and adjustments, and monitoring staff performance and development.
  • Oversees the stormwater program by managing all budgets, managing billing and infrastructure GIS database efforts, developing and presenting information to public officials and civic groups, responding to inquiries and requests, planning programs, implementing permit requirements, working with regulatory agencies, and overseeing staff responsible for public outreach.
  • Oversees field operations and maintenance by prioritizing, planning, and designing drainage, street and sidewalk improvement or maintenance projects, prioritizing daily activities, implementing special projects, responding to questions and developing budget priorities.
  • Oversees Building Maintenance Division by prioritizing and planning for building maintenance projects, prioritizing daily activities, implementing special projects, responding to questions, and developing budget priorities.
  • Provide guidance to staff and stakeholders regarding department policies and operations to ensure appropriate application.
  • Respond to and resolve sensitive customer inquiries as appropriate.

Qualifications

Education and Experience:
  • Bachelor's degree from an accredited college or university with major course work in engineering, public administration, business administration, or a related field and five years of relevant experience.
  • Valid Class C Driver's License
  • Professional Engineer
  • Ability to obtain and maintain all City of Wilmington FEMA and OSHA required certifications.
Knowledge, Skills and Abilities:
  • Knowledge of modern principles and practices of public works, contract service procurement, and municipal budget preparation.
  • Knowledge of principles of supervision, training and performance evaluation with applicable knowledge in the practices and principles of employee relations administration.
  • Knowledge of pertinent federal, state and local laws, codes and regulations.
  • Knowledge of principles and practices relative to stormwater program management, streets and stormwater maintenance, and operational activities of building maintenance.
  • Ability to analyze programs, policies and operational needs.
  • Ability to delegate authority and responsibilities appropriately.
  • Ability to identify and respond to concerns and needs from customers, executive management and staff.
