POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

This is an exciting opportunity for a professional position in the Department of Public Works & Utilities. This person is expected to be the subject matter expert in a wide range of construction activities and methods for the City's extremely talented project management staff.

The primary purpose is for planning, developing and implementing the programs and projects of the Construction Inspection operations. The work consists of several responsibilities:
  • Supervise the Construction Inspection staff in conducting systematic quality assurance inspections of all new and improved construction by capital and development projects of storm drainage systems, roadways, water and sanitary sewer utility systems, and landscaping to check for compliance with applicable City of Westminster codes, standards, specifications, and approved plans
  • Develop and implement policies, procedures, and standards for efficient and effective operation systems in inspecting capital and development projects
  • Manage small capital projects
  • Facilitate large private utility projects through city processes
  • Make recommendations to the Assistant City Engineer for establishing goals and objectives and doing long-range planning for the construction inspection group
  • Prepare and deliver a variety of reports and projects as requested by the Assistant City Engineer
  • Participate in the development and implementation of departmental policies and procedures
Work is under the direction of the Assistant City Engineer but with appreciable latitude for independent judgment and action for achievement of desired objectives. This position will require infrequent attendance at evening meetings. An on-boarding program is in place to provide training and acclimation to new staff.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee's level of proficiency and usage.

JOB SPECIFIC FUNCTIONS

Essential Job Functions, Duties, Responsibilities, and Tasks
  1. Supervise the Construction Inspection staff within the Engineering Division
  2. Manages small capital projects and contract administration, including:
    • developing specifications
    • writing Requests For Proposal/Invitations For Bid (RFP/IFB)
    • coordination with City's Purchasing section
    • development of award measures
    • project management
    • determine conformance to local, state, and federal specifications
  3. Facilitates large or citywide private utility deployment projects to ensure compliance with city codes and standards
  4. Coordinates construction management activities with other city departments and with outside agencies
  5. Administers and updates the City's Standards and Specifications under the supervision of the Assistant City Engineer
  6. Responds to inquiries, concerns, and complaints from the public
  7. Reviews construction plans and specifications for conformance to applicable, codes, standards, specifications, and approved plans
  8. Observes work during construction and upon completion of project

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

Required :
  • High school diploma or GED
  • A minimum of five (5) years of construction project management experience
  • Must possess a valid driver's license, provide proof of a safe driving record, and maintain a safe driving record for continued employment
Preferred :
  • Graduation from an accredited four (4)-year college or university with major course work in construction management, civil engineering, or closely related field
  • Significant experience working directly for a municipality or other local government entity
  • More than one (1) year of supervisory experience in an office or construction field setting

Physical Requirements
Indoor work is sedentary in nature while outdoor work is physical in nature, and both require sufficient physical stamina, strength and ability for:
  • Constant sitting to perform daily tasks? occasional walking through a multilevel facility to retrieve information? frequent standing, sometimes for extended periods
  • Frequent sitting to drive to work sites and fill out paperwork? frequent bending to perform inspection and reach for files? frequent step up/down to climb stairs, ladders, enter and exit vehicle? frequent actuate mechanism to safely operate vehicles
  • Constant standing and walking on uneven terrain at construction sites? constant near and far acuity to recognize hazards, violations and perform office tasks? constant hearing to effectively communicate with contractors, laborers, property owners, developers and other individuals at a busy construction site
  • Occasional squatting, kneeling, crawling, climbing, reaching overhead and below shoulder and twisting to properly view and document work and structures that are under review for possible safety hazards and code violations
  • Occasional lifting of up to 50 pounds from ground to waist to lift bags equipment and shovels? occasional carrying of up to ten (10) pounds to carry tools up to two (2) miles? occasional pushing/pulling of up to 200 pounds with the assistance of a pole to remove and slide manhole covers to inspect drainage and sewer systems
  • Frequent use of light grasp to perform office duties and test water? frequent fine manipulation and handling? occasional light grasp to use tools and pull manhole covers
WORKING CONDITIONS
Work is performed both indoors and outdoors with occasional exposure to extreme temperatures. Indoor work involves sitting for extended periods in an office environment with frequent exposure to distractions and interruptions created in a multipurpose work environment. Outdoor work performed in this position can be physical in nature and requires sufficient physical stamina and strength to perform inspections in all stages of construction on a routine basis. Outdoor work also requires the ability to stand and walk on uneven terrain in various conditions. Work entails exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public and outside agencies as well as clear articulation of information in presentations and on the telephone. May be required to use personal vehicles to travel to and from meetings and other locations throughout the City and Denver metro area.
