City of West Palm Beach is Hiring a Housing and Community Development Programs Manager Near Beach, FL

Under general supervision, this position assists the Director of Housing and Community Development with planning and implementation of initiatives, policies, and work standards to ensure that the Departments goals, resources, and operations are effectively aligned with the Department’s mission and City’s strategic plan; develops and designs guidelines and procedures to ensure compliance with applicable programs and fiscal regulations for Housing and Community Development funded programs including the Community Development Block Grant (CDBG), HOME, State Housing Initiative Program (SHIP) and other federal and state housing programs; performs related duties as assigned.

DUTIES AND RESPONSIBILITIES
: (which are not in any hierarchical order)

1. Assists the Director with the planning and implementation of initiatives, policies, and work standards to ensure that the Departments goals, resources, and operations are effectively aligned with the Department’s mission and City’s strategic plan.

2. Implements and oversees the day-to day activities of the City’s housing, community and real estate development projects, programs, and activities to ensure programmatic and fiscal compliance in accordance with federal, state, and local policies and regulations, as applicable.

3. Oversees the CDBG, HOME, HOPWA, SHIP and other assigned discretionary grant program planning, implementation, compliance and evaluation.
4. Provides oversight, trains and develops assigned staff to meet objectives, current and future needs of the department, comply with regulations, policies and procedures and build effective work methods to meet performance objectives.

5. Prepares the development of the Department’s framework planning documents including but not limited to the Five-Year Consolidate Plan, Annual Action Plan, Local Housing Assistance Plan, City Strategic Plan, and other planning documents as needed; submits and maintains documents as required.

6. Prepares the development of reporting documents such as the Comprehensive Annual Performance Report, SHIP Annual Reports; and other financial reporting documents; submits and maintains documents as required.

7. Prepares the development of feasibility studies related to housing and community development programs and activities including but not limited to analysis of impediments to fair housing, homelessness studies, and rental housing studies; submits and maintains documents as required.

8. Reviews and analyzes eligibility of projects and activities that are presented for funding consideration based on established regulations and policies.
9. Oversees ongoing monitoring and evaluation of loans and grants in the City’s portfolio, including both services, housing, and capital projects, for contract and regulatory compliance.

10. Collects, interprets, and analyzes data on assigned initiatives; provides actionable recommendations to the Department Director.

11. Prepares agenda items, status reports, plans, grant applications, and other documents in response to inquiries which may come from citizens, developers, non-profits agencies, governmental entities, subrecipients, etc.

12. Assists in responding to special requests from HUD, the State, City Administration, other departments and HCD assignments as needed, including preparation of agenda items, responding to audit findings, and responding to public information requests.
13. Develops and maintains positive working relationships with internal and external parties.
14. Performs other duties as assigned.


Salary

Depending on qualifications the starting salary for this position will be in the range of (Pay Grade GM04):

$94,653 $120,446 $146,239

Management Benefits Category II: Four (4) management leave days and additional $50,000 life insurance policy.


Qualifications

Bachelor’s degree with a major in Business Administration, Planning, Economic Development, Public Administration, Social Sciences, or related field (education will be verified using the “Education Requirements” listed below) and five (5) years of experience in administering federal and state housing and community development programs is required, or any equivalent combination of training and experience. Two (2) years of direct experience overseeing the compliance of HUD CDP Programs such as CDBG, HOME, HOPWA and State SHIP Program is required. Two (2) years of supervisory experience is required.
A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Education Requirements
: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:
a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.

International degrees will be evaluated to determine if they satisfy qualification requirements.

The selection process for this position may consist of any, all or a combination of the following tests: evaluation of training and experience, written examination, structured oral interview or other assessment method.

State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
