Street Commissioner

Position Level: Exempt

Reports to: Mayor

Position Summary

Under the direction of the Mayor, the Street Commissioner is a department head-level position, with full authority, to carry out the necessary direction and management of the City of West Lafayette Street & Sanitation department.

Essential Job Functions (include but are not limited to)

  • Hires and develops department staff and takes proper disciplinary measures when necessary.
  • Supervises long- and short-term program planning for all department functions and establishes departmental policies and work standards.
  • Prepares and administers the department’s budget and approves department purchases.
  • Works with the department Foremen to schedule repairs of streets, traffic signals, and street signs, and develops schedules and routes for snow removal and sanitation collection.
  • Coordinates and reviews plans and specifications prepared by consultant firms and/or INDOT for private or municipal projects.
  • Prepares bid specifications for all equipment and projects. Coordinates all purchasing for equipment and projects.
  • Oversees the repair and maintenance of municipal vehicles and equipment and approves phasing out of old equipment.
  • Coordinates departmental efforts with, and provides assistance to, other City departments and committees (e.g., Water Resource Recovery, Engineering, Development, Redevelopment Commission, Parks & Recreation, etc.).
  • Answers questions, complaints, and concerns from the public or news media over the phone or in person, if necessary.
  • Operates equipment (e.g., snowplows, sanitation trucks, etc.) as needed.
  • Performs other duties as assigned.

Education/Skills/Experience

  • Special skills and/or abilities in public relations, equipment mechanical knowledge, road construction, business management, supervisor skills, personnel management, and office procedures.
  • Extensive knowledge of the modern principles and practices of public works administration as applied to the construction and maintenance of streets and other public works.
  • Experience with applying the principles and practices of organization, management, and personnel and financial administration in the operation of a major municipal department.
  • Ability to develop long-term plans and programs and to make sound decisions on matters of operations, policy, and administrative problems.
  • Ability to establish and maintain effective working relationships with subordinate employees, other City officials, and the public.
  • Knowledge of OSHA safety regulations and state and federal regulations concerning the operation of solid waste.
  • Minimum of a high school diploma with special knowledge in the principles and practices of the road construction and sanitation fields.
  • Education or work experience in civil engineering, municipal public works, labor foreman, or road construction and maintenance is highly desired.

Safety Requirements

  • Report any unsafe task or operation immediately to management prior to continuing task.
  • Immediately report incidents involving injury, illness, safety hazard or property damage
  • Comply with all company and customer OSHA, safety policies, procedures, rules, and best practice.
  • Participate in safety meetings and training.
  • Be constantly aware of personal safety and that of coworkers.
  • Ability to use and operate common equipment to complete work duties safely and effectively.

Work Schedule

This position is required to be on call 24 hours a day and available to travel as needed. This position is based on a standard workweek, Monday-Friday 7:00AM – 4:00PM; however, it is occasionally required to attend meetings and work sessions outside of normal business hours. These instances may include client meetings, public board meetings, or team collaborations that fall outside the typical schedule. Flexibility in these situations is necessary as it contributes to our commitment to our constituent’s satisfaction and project success.

Working Environment

Incumbent works in an office environment with required field work. Casual and professional dress is required for the office and meetings. Exposure to varied weather conditions, dirt, dust, grease, vibrations, and electrical and mechanical hazards is frequent. Noise levels are usually low in the office setting, but moderate to high while working in an outdoor environment.

Physical Requirements

While executing the responsibilities of this position, effective communication skills involving talking and hearing are regularly utilized. The incumbent will be required to perform job duties while sitting or standing, with proficiency in fine motor skills to complete tasks such as typing or writing. The role may involve lifting or moving items up to forty (40) pounds.
