· Works closely with the City Engineer to establish priorities, goals, and objectives for successfully operating the Engineering Department in accordance with the city’s values and mission statement.
· Develops, recommends and assists with implementing policies, procedures and regulations for assigned program and service areas to ensure quality and compliance with local, state and/or federal laws.
· Provides leadership, supervision and motivation to assigned staff as well as trains and/or seeks out educational opportunities to promote professional growth.
· Review design and construction documents for public and/or private infrastructure projects to ensure compliance with city standards and ordinances.
· Prepare and present engineering reports and/or departmental topics to city boards, commissions, and committees as well as outside agencies, associations, and the public as directed.
· Coordinates with the Public Works department to establish infrastructure needs and priorities as well as offer technical support and/or make recommendations.
· Assist with coordinating and implementing the city’s Capital Improvement Plan (CIP) including proactive engagement with other departments, commissioners, and/or the public.
· Assist in preparing, reviewing and administrating contracts/agreements for consulting services and construction of public infrastructure.
· Identifies funding opportunities for public improvements and coordinates with other departments to prepare applications for grants and other programs.
· Assists with the administration of Special Assessment Districts and is knowledgeable of associated policies and procedures.
· Provides technical assistance for communications with the public and/or media including responding to difficult and sensitive inquiries or complaints.
· Works safely, follows safe work practices, and identifies and reports unsafe work conditions.
· Performs other duties as required or assigned.
· Bachelor’s degree in civil engineering (or a related field)
· Eight years of relevant experience
· Equivalent combination of education and experience is acceptable
· Licensed as a Professional Engineer in the State of North Dakota.
· Valid driver’s license.
TRANSPORTATION AND RIGHT-OF-WAY MANAGEMENT
Under this assignment, the Assistant City Engineer will focus on the planning, design, and operation of transportation systems as well as the coordination and regulation of city right-of-way management.
SPECIAL ASSIGNMENT RESPONSIBILITIES
· Develop and implement strategies, regulations and procedures related to the city’s transportations services and right-of-way management.
· Manage the city’s traffic systems including performance optimization, data collection and providing technical recommendations for operational and maintenance needs.
· Plans, coordinates, and oversees programs and activities relating to right-of-way management including permitting, utility locating and other related functions.
· Responds to public requests for traffic calming
· Supervises the Right-of-Way Manager
· Designs and oversees surface transportation projects such as intersection improvements, annual Concrete Pavement Repair projects, mill & overlay projects.
· Assists the Engineering Office Manager in administrating Over Dimensional permits to ensure accurate travel routes, movement times and associated costs are assigned.
· Attends transportation meetings with other governmental agencies on the city’s behalf.
