CITY OF WAUSAU is Hiring a Water Plant Operations Technician Near Wausau, WI

This position provides services to the City of Wausau’s water plant and distribution systems by coordinating the operation, inspection, and maintenance of a variety of plant mechanical and electrical systems as well as system testing, general plant operation, record keeping and controls to achieve maximum operating efficiencies, and a safe water supply.
Additional Information
  • Starting hourly rate of $24.63 or higher depending on related qualifications
  • Standard hours are 7:00 a.m. to 3:00 p.m., Monday through Friday
  • Any work in excess of 8 hours per day is considered overtime (paid at 1 1/2 times regular rate of pay)
  • Receive $230 per week when designated on-call

Essential Duties and Responsibilities
  1. Maintenance of all equipment in all locations within the system, and skilled work in the operation of water treatment plants. Duties also include fleet maintenance/coordination.
  2. Maintains maintenance records for equipment operated at treatment plants and other locations. Works with the Senior Technician and supervisor as well as other department employees to schedule preventive maintenance activity.
  3. Disassembles, repairs, and reassembles operating parts of water and wastewater pumps, air compressors, chemical feed equipment, electrical motors and generators and other equipment.
  4. Performs and coordinates routine preventative maintenance of all fleet equipment.
  5. Responds to process control outages and resolve alarm conditions, etc. 
  6. Fabricates metal parts, cuts and threads pipe and bolts, modifies existing equipment to achieve more efficient operation.
  7. Operates and maintains water plant to comply with all EPA and WDNR regulations and water quality standards. Performs Standby as assigned to assure plant operations are sustained.
  8. Operates supervisory control and data acquisition (SCADA) equipment to monitor and manage the City’s water system by controlling booster stations, wells, water pressures, control valves, pumping stations, and other water transmission and distribution facilities to meet system demands, to control water levels in reservoirs, and at other critical points throughout the water system.
  9. Maintains, repairs, and/or coordinates repair for motor control centers, automated process control systems, remote telemeter monitoring systems, and process control software systems.
  10. Operates water treatment plant equipment including pumps, air compressors, electric motors, electrical generators, solids removal, and chemical feeding, and monitors process control systems and resolves alarm conditions, etc.
  11. Responds to SCADA alarms such as intrusions into water tanks, intrusions into electrical panels, failed pumps, and failed motors.
  12. Leads and assists operations personnel and contractors in the servicing, maintenance, repair, and upgrading of equipment, electrical and electronic devices, machinery, and related appurtenances; inspects, maintains, and cleans water facilities; backwashes filters and cleans sludge tanks; cleans and inspects plant equipment to ensure proper functioning to minimize interruptions in water production; troubleshoots, diagnoses, and corrects control system malfunctions by resetting relays and adjusting other controls and components.
  13. Calculates chemical feed and dosages and makes adjustments as necessary; monitors chemical inventories and usage; adds proper dosage of chemicals and other substances to ensure water is safe for consumption; monitors chemical; receives chemical deliveries and offload chemicals; runs lab tests, performs daily volumetrics, monitors regenerations, and maintains plant components.
  14. Oversees third party contractors; travels to and provides contractor access to various sites; accompanies contractors to inspect and ensure their work is performed correctly; ensures contractors wear appropriate personal protective equipment (PPE), follow proper traffic control procedures, and are working safely per City guidelines; schedules appointments and meets with contractors to obtain quotes; shuts down and re-opens lines and systems as needed by contractors.
  15. Responds to inquiries from customers regarding water pressure, water quality, and related matters.
  16. Performs a variety of custodial and groundskeeping duties to ensure facilities are maintained in clean, orderly, and safe condition; performs duties in confined spaces, utilizing departmental safety equipment and following City policies and procedures; reads gauges, meters, charts, and graphs.
  17. Monitors historical trend data and weather patterns to estimate future water distribution demands and to address any abnormalities; makes mathematical calculations of water quantity stored in reservoirs and flows in and out of pumping facilities.
  18. Perform chemical and bacteriological tests on raw and treated water. Draw samples for quality control and compliance monitoring. Collects samples and inspects and tests overall quality of raw, partially treated, and treated water by using various types of laboratory test equipment; conducts sample distribution checks for daily, weekly, monthly, bimonthly, quarterly, semiannual, and annual constituents; checks chlorine and turbidity levels at plant; submits samples to outside laboratories for analysis. 
  19. Operates and maintains an ion exchange water treatment plant; runs tests, monitors regenerations, receives salt deliveries, and maintains plant components; uses salt to recharge and clean out system dirt and resins. Makes any repairs, adjustments or changes necessary for efficient operation.
  20. Maintains a variety of records, logbook entries, and reports. Maintains and submits reports for US EPA and WI DNR.
  21. Coordinates work with outside agencies, including other municipalities.
  22. Complies with City and mandated safety rules, regulations, and protocols.
  23. Operate and maintain a Granular Activated Carbon treatment System for the removal of PFAS and related contaminates. Preform operations and testing to maintain WDNR and US EPA compliance. Makes any repairs, adjustments or changes necessary for efficient operation.
  24. Perform related work or other duties as assigned.
Additional Duties and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members:
 
  • Perform tasks of a Water Distribution Maintainer.
  • Perform tasks of the Water Plant Operator.
  • Performs other tasks and projects as assigned by the Water Superintendent or his/her designee.
Education and Experience Requirements 
Associate degree in an Industrial Mechanical or Electrical Mechanical field -or- a minimum of 2-years of experience in drinking water treatment/wastewater/stormwater treatment, pump/motor operation/maintenance, or any combination of education and experience that provides equivalent knowledge, skills, and abilities that provides the knowledge, skills, and abilities to successfully perform the duties of this position.
Possession of, or ability to obtain, and maintain a valid State of Wisconsin Driver's License.
 
Desirable Qualifications
Education and/or experience with computers, SCADA, process and control, pneumatic systems, electrical and mechanical systems, laboratory, and reporting.
Progressively increasing experience in the repair and maintenance of mechanical equipment, automotive equipment, and working knowledge of automated process control systems including software applications.
Possession of, or ability to obtain, a Journeyman Electrician License or Industrial Journeyman Electrician License issued by the State of Wisconsin.
 
Knowledge, Skills, and Abilities
  • Knowledge of safe and efficient operation of conventional and specialized large and small vehicles and construction equipment typically used in a municipal public works department. 
  • Knowledge of and ability to use appropriate PPE for working with hazardous chemicals and electrical equipment.
  • Knowledge of the proper methods, tools, materials, and equipment used for the repair and maintenance of water treatment processes and distribution systems, street pavements and sewer/structures.
  • Knowledge of tools and instruments used in the fabrication, installation, diagnostics, programming, and repair of electrical and electrical mechanical equipment.
  • Considerable knowledge of trouble shooting, maintenance, and repair of electrical and pneumatic equipment, pumps, and related equipment used in the operation of the Water Plant.
  • Considerable knowledge of the standard practices, methods, tools, and materials of the mechanical trades.
  • Ability to comprehend information in software documentation in order to maintain monitoring, control, and reporting systems.
  • Ability to work from plans, blueprints, and wiring diagrams.
  • Skill in locating and repairing defects in electrical systems and equipment.
  • Ability to detect operating trouble and locate and adjust defects in mechanical equipment and systems.
  • Ability to fabricate a variety of metals and pipe in the repair and improvement of the system.
  • Thorough knowledge of Water Plant chemical and bacteriological testing methods and procedures.
  • Knowledge of intermediate chemistry and the chemical compatibility of materials.
  • Ability to perform heavy manual labor, at times under unfavorable weather conditions.
  • Ability to use a PC for work related job duties, including word processing, spreadsheets, and email.
  • Ability to problem solve, communicate effectively, and maintain effective working relationships with superiors and other employees.
  • Availability to be on 24-hour call and respond to emergencies. Must be able to report to job within a reasonable time in such instances.
 
Physical and Working Environment
Employee performs standard activities requiring physical effort. The duties of the job include physical activities such as stooping, kneeling, standing, walking, lifting (lift and carry objects weighing 60 pounds or less, and push or pull objects weighing up to 100 pounds), fingering, grasping, talking, hearing/listening (perceiving sounds in order to understand signals such as spoken directions, warning alarms, or requests for information), seeing/observing, bending/twisting (of the neck, back, or torso in order to reach, lift, tend machines, move materials, etc.), reaching (extending the hands or arms in any direction in order to push, pull, or grasp an object or control), feeling (the sense of touch in fingers, hands, or other body parts to sense the position or quality of objects) and climbing (ascending or descending steps, stairs, ladders, scaffolding, or machines). Specific vision abilities required include close, distance, and peripheral vision; depth perception; the ability to adjust focus; and distinguish objects clearly at 20 inches or less with glasses, if needed.
 
The employee may be exposed to disagreeable elements of high and low outdoor temperatures. The employee may be exposed to repetitive activities; intense or continuous noise; dirty environment; improper illumination; chemical hazards, and air contamination. The use of personal protection equipment (PPE) may be required, as there is significant exposure to hazards and conditions where there is a possible danger to life, health, or bodily injury, which may include mechanical, electrical, air contaminations, and heights. May be required to work in a physically confined worksite with cramped, small, or restricted workplace making it difficult to stand, sit, or walk.IMPORTANT!
