City of Tyler is Hiring a Laborer (Brick Crew - Streets) Near Tyler, TX

The purpose of this position is to be responsible for the safe and efficient operation of brick maintenance and equipment, light and heavy vehicles on assigned projects or activities of a public works nature. The position requires manual labor, which will be completed alone or as part of a crew. You will perform various manual tasks and activities, i.e., eliminate hazardous conditions, prevent interference with traffic, traffic signals, traffic signs, and underground utility lines, and clean and service equipment, vehicles, tools, and work area. Inspects vehicles for required supplies, materials, and equipment. Observe and follow safety procedures and precautions at work sites. Work will be reviewed while in progress and upon completion through observations, reports, and results obtained, delivery of services. This position is designated among essential personnel and requires reporting to work during all significant weather events or emergencies. -Direct Supervisor: Crew Leader and Foreman

  1. Assist with laying and binding building materials, such as brick, concrete block, and cinder block, with mortar and other substances, to construction repair, utility cuts, and level-ups. Prepares surfaces before beginning work. Assist with pouring concrete to proper grade. Remove and replace paving bricks for repair. Apply and smooth mortar or other mixture over the work surface. Break or cut bricks, tiles, or blocks to size using a trowel edge, hammer, or power saw. Install masonry materials. 
  2. Maintains a safe work area, including places and removes cones, barricades, and warning devices, and/or directs traffic at work sites to ensure the safety of work crew and public; cleans up work sites upon completion of the job; picks up all tools and equipment; secures the job site if returning later; washes vehicles and equipment as needed; cleans up shop areas; maintains tools and equipment in safe and operable conditions; safe use, mix, and dilute all chemicals according to direction labels; and when operating motor vehicles, observe safe driving principles and practices.

  1. Remains competent and current through self-directed professional reading, attending professional development courses, and attending training and/or courses as directed. 
  2. Performs other duties and functions as assigned, required, or directed, or which are necessary, readily apparent, or related to other duties and responsibilities. 

KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Knowledge of materials, methods, and tools involved in the construction of highways, roads, curbs, and gutters, as well as knowledge of design techniques and tools. 
  2. Knowledge of how to safely operate, but not limited to gas-powered jackhammers, tampers, saws, backhoes, grade all, 1- or 2-ton trucks, mini and large excavators, off-road vehicles, industrial mowers, skid steers, chain saws, or woodchippers.
  3. Safely and correctly apply road construction and maintenance techniques. Safely operate light and heavy road maintenance and construction vehicles and equipment. 
  4. Ability to adhere to the personal protective equipment (PPE) policy and maintain individually provided PPE in a functional condition. All uniforms and PPE should be clean and equipped when scheduled to work.
  5. Attend shifts in accordance with company policy. This position is subject to responding to emergencies after normal working hours. Occasional overtime required. Ability to be flexible with last-minute schedule changes, location changes, and time of shift changes. 
  6. Establish and maintain effective working relationships with City employees and officials, representatives of outside agencies, and the general public. Communicate effectively through both verbal and written means, including conveying and following instructions and providing information to the public. 
  7. Knowledge and adherence to all applicable State and Federal laws, local ordinances, City and Departmental policies, procedures, rules, and regulations. Knowledge and adherence to the Texas Motor Vehicle Code and other codes, laws, and statutes relating to the position. 
  8. Hands-on experience with Microsoft Suite, Database management, and web applications.
  9. Endeavors to continuously improve the services provided to the citizens of Tyler. 

Physical characteristics:The job requires to be able to twist and kneel up to 6 hours daily; bend, turn, climb, crouch, and crawl up to 2 hours daily; stoop up to 3 hours daily; walk, sit, and stand up to 4 hours daily; grasp objects up to 8 hours daily, lift and carry up to 80-lbs., push or pull up to 20-lbs., grasp up to 8-hours. May be exposed to vehicular traffic and must follow all maintenance of traffic (MOT) procedures. 

Environmental factors:This is an essential department. All staff will be called to SERVE during storms, catastrophes, emergencies, or as otherwise needed. The physical ability to work under temperature extremes and for extended hours of time. Working within confined spaces can be necessary for some tasks. Working in the proximity of light and heavy machinery. 

Education and Experience: Must have a valid Texas Class “C” Driver’s License and a clear driving record. Must have a strong work ethic and be able to manage time to meet deadlines effectively.
High School diploma or GED preferred.  
Six months of experience preferred in manual labor and/or full working knowledge of brick streets, altering, and repairing brick, stone, tile, ceramic, and concrete structures or streets, all while using the proper equipment and tools, preferred. 
Texas Class “B” Commercial Driver’s License with air brake endorsement preferred. 
Any equivalent combination of education, experience, or training that has prepared the incumbent to perform the essential duties of the position.

The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate’s Degree, and eight years of relevant experience will be considered in place of a Bachelor’s Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
