Introduction
The Fleet Services Division of the Environmental and General Services Department is seeking a hardworking, motivated individual with a strong work ethic to fill the Fleet Equipment Specialist position. The ideal candidate will have experience designing preventative maintenance plans, maintaining and using vehicle warranties, and with vehicle usage tracking/ reporting. Experience should be with large fleets (3000 pieces of equipment). Interested individuals should be familiar with fielding requests from departments for equipment purchases (including determining necessary specifications), reaching out to vendors, maintaining contracts, and completing new equipment compliance inspections. This position stays up to date on mechanical industry specifications and publications as well as department needs to ensure fleet is adequate.
General Description
Leads fleet service employees in evaluating performance and updating preventative maintenance schedules. Reporting and ensuring compliance with Federal, State and Local industry requirements. Manages warranty and vendor issues. Develops bid specifications, evaluates bid proposals, and recommends award of contracts.
Essential Functions
This is a lead position affording guidance to other positions performing the same tasks. This lead position also reviews workloads, assigns work, and coaches employees with specialized instructions and practices for job accomplishments. Lead personnel may contribute to other employees' performance evaluations, assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff.
Develops preventive maintenance and replacement programs for new equipment and vehicles by using manufacturer's recommendations in conjunction with oil analysis, projected use severity, extent, and expected obsolescence.
Develops, submits reports and ensures compliance with Federal, State, and Local laws.
Manages warranty and vendor issues by acting as the initial contact for contract repairs on vehicles and equipment, contacting the vendor for warranty and recall repairs, and replacing vehicles as requires.
Performs database management functions.
Answers questions regarding special equipment and troubleshoots problems.
Aids in the disposal of surplus vehicles.
Evaluates bid proposals by comparing vendor proposals to specifications, analyzing non- exceptions to the specification, determining the impact and analyzing the costs of equipment, options and proposed services.
Develops specifications for new equipment and vehicles by coordinating with other departments to determine requirements, coordinating with manufacturers to obtain technical information, evaluating information and requirements to develop specifications, meeting with departments to validate specifications, and coordinating demo instructions.
Minimum Qualifications
Bachelor's degree in related field and three (3) years of directly related experience.
  • Any combination of relevant education and experience may be substituted on a year-for-year basis.
Preferred Qualifications
Experience with designing and evaluating preventative maintenance plans, maintaining and using vehicle warranties
Experience tracking/reporting on vehicles/equipment
Knowledge of mechanical industry specifications and publications
Experience in creating vehicle/equipment specifications, maintaining contracts, and completing new equipment compliance inspections
Experience with fleets of 3000 pieces of equipment

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
20% of your rating for your education and work experience
80% of your rating for your panel board interview
This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.
