The City of Torrance is recruiting for an INFORMATION TECHNOLOGY ANALYST to be part of the Communications and Information Technology Team!
The Department
The Communication and Information Technology (CIT) Department is a dynamic technical computer organization that readily adapts to the needs of the City of Torrance. CIT administers and maintains the City's communications and computing network environment, software applications, network/hardware infrastructure, desktop computers, telephones (desktop and cellular), and mobile radio communications for Police, Fire and the entire City's wireless communication infrastructure. CIT is responsible for approximately 200 different business applications and office automation software programs and is also responsible for ensuring the integrity and security of all data passing through or stored on our network.
The Position
Under direction, the IT Analyst in the Applications and Analytics Division significantly enhances the City's IT portfolio, focusing on software development, deployment, and analytics. This versatile role involves coding, system analysis, and implementing solutions that align with strategic objectives, emphasizing operational efficiency.The Analyst's duties extend to gathering business requirements and ensuring IT solutions are tailored to the City's needs. By collaborating with various teams, the IT Analyst ensures application and data integration, contributing to the City's technological ecosystem's efficiency.Leading IT small to moderate-sized projects, the IT Analyst ensures solutions are delivered effectively. The role also includes developing analytic dashboards, engaging in workflow analysis, and project planning, essential for driving the City toward its strategic goals.With a commitment to continuous improvement and innovation, the IT Analyst plays a key role in fostering relationships across departments, delivering exceptional IT services that enhance the City's operational and strategic framework. This position embodies the versatility of the Applications and Analytics Division.Although normal working hours are a 9/80 schedule with alternate Fridays off, this position must be available to work on various weekends and closed Fridays during computer "down" times. In addition, the Information Technology Analyst must be available to be on call.For more information about the duties of the position, click here.

Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be: 
An Associate's degree in Data processing or Computer Sciences or a Certificate in Data Processing;
AND 
Three years of progressively responsible information technology experience consisting of systems design, program design, coding, testing, implementing and documenting business application systems currently in use by the City.
License and/or Certification
Must possess and maintain an appropriate California driver's license. Professional certification in applications, hardware and systems used by the City is highly desirable.Successful candidates will possess the following:
  • Experience in the development of dynamic ETL (Extract, Transform, Load) aggregating processes from multiple data sources (Rest APIs, Databases, Files, Soap Web Services) using various scripting languages: SQL, Perl, JavaScript, Python, etc.
  • Experience in writing custom applications, ETLs, automation, and interfaces using a variety of languages such as .NET, Java, PL/SQL, JavaScript, and Python.
  • Experience using low/no-code tools like Microsoft Power Platform (Power BI, Power Automate, Power Pages, and Power Apps).
  • Experience in developing dashboard representation of enterprise data in Business Intelligence (BI) tools such as Power BI, Business Works, Cognos, or Tableau.
  • Demonstrated experience in strong analytical skills and problem-solving abilities. 
  • Experience synthesizing ideas and information into well-organized and accurate reports, correspondence, charts, and presentations.
  • Experience in successfully leading small to moderate-size projects from conception, planning, building, testing, implementation, and closure.
  • Ability to apply best business practices for data collection, processing, management, validation, integrity, analysis, security, and reporting.
  • The ability to document business process workflows in Microsoft Visio using Business Process Modeling and Notation (BPMN).
  • Ability to exercise sound, independent judgment, and work with minimal supervision.
  • Ability to perform highly detailed work on multiple concurrent projects and tasks under strict deadlines.
  • Ability to research and evaluate new technologies and present recommendations.
  • The ability to establish and maintain effective working relationships with all team members and business users.

Panel Interview: 100% (Tentatively scheduled for Tuesday, April 2, 2024)
