The City of Torrance is seeking Program Specialists to staff our After School Club programs!
The Community Services Department is committed to providing quality services, activities, programs and facilities for all those who live, learn, work and play in the City of Torrance
The Department
The mission of the Community Services Department is to enrich the community through the provision of recreational, cultural, and educational opportunities for persons of all abilities. TheCommunity Services Departmenttakes pride in "Enriching the Community through People, Programs, and Partnerships". The Department is a diverse organization which consists of five Divisions that work collaboratively to meet the vision, mission, and goals of the department: Administrative Services, Cultural Services, Library Services, Parks Services, and Recreation Services.
The Division The is responsible for overseeing recreation activities including youth and adult sports, management of city facilities (park buildings) and a variety of special events throughout the year. The Recreation Services Division provides recreational and educational opportunities for persons of all ages and abilities including Adaptive Recreation and Sports, Adult Sports Leagues, After School Club, Aquatics, Day Camps, Early Childhood Education, Sea-Aire Golf Course, Senior Citizen Programs, Special Events, Teen Programs Middle School, Teen Programs High School, and Youth Sports.
The Program After School Club program offers games, sports, arts, crafts, and a variety of activities. Structured time is set aside for homework each day. Program Specialists provide daily homework assistance, coordination of games, arts and crafts, sports, and indoor and outdoor recreation activities at specified elementary and middle schools located in the City of Torrance. The After School Program is offered during the TUSD school year (August - June), Monday - Friday from 2 - 6 p.m.
We are looking for enthusiastic individuals to plan daily recreational programs, promote self-esteem through group interaction, as well as supervise staff. Each day the participants engage in a variety of indoor and outdoor recreation activities such as sports, games, crafts and creative projects at specified elementary and middle schools located in the City of Torrance.
Ho urs : This is a recurrent, part-time, hourly, as needed position. Hours are approximately 18 hours per week. This position may expected to work some evenings and weekends.

QUALIFICATION GUIDELINES
Education and Experience
Any combination of education and experience that would have provided the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
Graduation from High School or equivalent and one year of recent part-time work experience directly related to recreation or community programs and services. Some positions may require specific experience in a field such as: fine or performing arts, sports, preschool, therapeutic recreation, senior citizens, parks or science programs. An Associate's degree in a related field is desirable.
License and/or Certificates
Negative tuberculin test.
Some positions may require the following certifications: A valid California Class C Driver's License. Certification in Red Cross or American Heart Association Basic Cardiopulmonary Resuscitation (CPR) is desirable.
Ideal Candidate
In addition to the minimum qualifications, the ideal candidate for will possess :
  • Knowledge in after school programming for children in elementary and middle schools;
  • Ability to comply with and enforce Departmental, Divisional and Program policies and procedures;
  • Skills in instructing, training, and evaluating staff;
  • Ability to follow written and oral instructions as well as communicate effectively both orally and in writing;
  • Ability to establish and maintain effective working relationships with the public and other City personnel;
  • Familiarity with City programs and departments is desired.

Performance of the essential duties of this position includes the following physical demands and/or working conditions:

Work is typically performed at indoor and outdoor program sites in seasonal weather conditions. Work may require exposure to noise, dust and dirt. The noise level in the work environment is usually quiet while in the office, and moderately loud when in the field.
Physical demands may include bending, kneeling, squatting, sitting, running and climbing. May lift or move up to 50 pounds with or without assistance.
Positions may be required to wear a uniform and employee identification badge.

BENEFIT SUMMARY FOR TORRANCE RECURRENT RECREATION EMPLOYEES ORGANIZATION (TRREO)
Note: Not all benefits listed may be applicable to all positions with in the unit. Please refer to the MOU for specifics.
Health Insurance (sec. 4.7)
Employee working more than 30 hours per week on a regular basis over 12 months will receive one-party part-time health coverage ($383.66).

Bereavement Leave (sec 4.2)
Up to five (5) working days leave without pay
Holidays (Sec 4.4)
Holiday pay of four (4) hours for Christmas Day (Dec. 25), New Year's Day (Jan. 1), Martin Luther King Jr.'s birthday, and Veteran's Day.
*To be eligible, employee MUST work at least 12 hours during pay period in which holiday falls.
