The City of Torrance is recruiting for an Accounting Manager to be part of the Finance Department Team!
About the Department:
The Finance Department is a dynamic organization whose mission is to protect the City's assets while providing and supporting the Torrance community with sound financial advice in a timely, cost effective and professional manner. The department's $6.3 million General Fund budget, $28.5 million Self-Insurance budget and day-to-day operations is skillfully executed by 42 staff members. The Finance Director assists the City Manager with the Operating and Capital Improvement Plan budgets, serves as advisor to the Land Management Team and Investment Committee, and presents to the City Council an annual audited statement of the City's financial condition prepared in accordance with governmental reporting standards promulgated by the Governmental Accounting Standards Board (GASB). The Accounting Division is a dedicated team of professionals who contributes to the full transparency of the City's financial transactions. In addition, the Accounting Division provides specialized and centralized accounting and financial support, which includes Accounting, Accounts Payable, and Payroll, to other City departments.
The Position:
Responsibilities of Accounting Manager includes:
  • Take a significant leadership role with oversight of an excellent team of dedicated financial specialists;
  • Be responsible for the daily operations of the Division to ensure a high performance, customer service-oriented work environment;
  • Develop, implement, and evaluate the Division's plans, policies, and procedures to achieve annual goals and work standards;
  • Analyze complex financial data and prepare financial reports; and

Salary Information :
Minimum $12,479 - Reference $14,975 - Maximum $17,221 per month Benefits
Appointments are typically made between the minimum and reference point, depending on qualifications.
QUALIFICATION GUIDELINES

What we need from you:
Any combination of education and experience that provides the knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

Graduation from a recognized four-year college or university with a major in accounting, finance, business administration, or a closely related field and at least five years of progressively responsible financial experience in accounting, budgeting, or auditing, preferably in a governmental agency; and a valid California Class C driver's license.

In addition to the qualifications above, the ideal candidate will possess the following:

  • Certification as Certified Public Accountant (CPA) or Certified Management Accountant (CMA);
  • Sound technical skills in public sector accounting and finance;
  • Proven critical thinking and problem solving skills; and
  • Team player orientation with strong managerial skills.

The City's contribution for health insurance is up to $1,470.96/month.

The City provides a Cash In-Lieu payment of $400 per month for eligible full-time employees for as long as the employee opts-out of medical coverage
Category A employees: City shall cover under a $100,000 accidental and $200,000 term life insurance policy
Category B employees: City shall cover under a $100,000 accidental and $100,000 term life insurance policy
Disability Insurance (sec 3.1)
Employee receives 2/3 base pay after elimination period (14 consecutive days for STD and 180 consecutive days for LTD)

Retirement (Sec. 3.2)

Employees hired prior to 09/21/2010, City pays 7% EPMC (9% for Fire Chief and Police Chief).
Employees hired on or after 09/21/2010 pay the 7% EPMC (9% for Fire Chief and Police Chief).
