GENERAL STATEMENT OF JOB
Plans and directs the operations and personnel of the Building Department to ensure the proper compliance with local, state, and other relevant building and fire codes and land use ordinances. Work involves complex activities supervising the review of structural plans for permitting, authorizing Certificates of Occupancy, approving Elevation Certificates, and serving as the city’s Floodplain Manager.
 
Position is primarily focused on directing, coaching, developing, and evaluating other people. Position requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop policies and procedures as well as determining efficient and innovative ways to accomplish the organization’s business strategies. Reports to the Assistant City Manager or designee. ESSENTIAL JOB FUNCTIONS

Directs, provides guidance to, and reviews the work of assigned staff to accomplish operational plans and results.
 
Plans and oversees business area workflow and time utilization of staff; assigns and communicates daily activities and deadlines to staff.
 
Assesses, plans, and implements best practice standards and assures compliance with all regulatory agencies; compiles and submits a variety of data and reports.
 
Directs the enforcement and interpretation of the State of Florida Building Code and City of Tamarac Code of Ordinances to ensure the public receives the highest degree of protection for life and safety; reviews and implements changes and additions to codes, as appropriate/necessary; ensures department policies, processes and schedules enable appropriate application of statutory requirements and technical codes.
 
Authorizes all building permits and certificates of occupancy and ensures the collection of related fees; examines all structures reported to be unsafe and directs appropriate action.
 
Directs regulatory enforcement activities associated with the Building Code Enforcement Board, Special Magistrate, Unsafe Structures Board and Development Review Committee (DRC) and oversees all departmental activities related to the DRC and Bid Specifications Review Committee.
 
Administers and coordinates the Community Rating System (CRS) as it applies to Federal Emergency Management Agency (FEMA) and the National Flood Insurance Program (NFIP) flood regulations.
 
Serves as the city’s Flood Plan Administrator for the FEMA National Flood Insurance Plan Program and coordinates Insurance Service Office (ISO) rating activities for both the CRS and Building Code Effectiveness rating system.
 
Administers and coordinates the Americans with Disabilities Act (ADA) Title II program and the enforcement of the Florida Disability Code.
 
Manages a variety of public programs including but not limited to, school crossing guards, nuisance abetments, bus benches and shelters and newspaper vendors; participates in recruitment and procurement for vendors and contracts associated with assigned public programs; monitors contracts for compliance with city agreements.
 
Assures training and certifications for inspectors are valid and remain current.
 
Receives, reviews, prepares, and/or submits a variety of complex professional, legal, and technical documents including but not limited to, building and fire code books, ADA code manual, CSR manual, state statutes, construction and engineering plans, blueprints, and charts, budget documents, regulatory reports, agendas, bid specifications, purchase requisitions, personnel documents, and a variety of correspondence and local, state, and federal forms and reports.
 
Responds to escalated questions, concerns, and complex problems from the public; provides information and resolutions; investigates and/or assigns personnel to investigate complaints received from the public; reports to city leaders all matters of concern and/or problems that may require their attention or that of the City Commission.
 
Remains on call and available 24/7 including on weekends and city holidays to respond to emergency call-ins for weather incidents, natural disasters, or other critical events.
 
Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.
 
Maintains quality communication and interaction with all city personnel, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image.
 
Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.
 
Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.
Supervisory Responsibilities
Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.
 
Assesses and monitors workload; identifies opportunities for improvement and implements changes.
 
Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; implements discipline procedures per established policies, procedures, and executive guidance.
 
Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
 
 
Associate degree in business or public administration, construction management, or engineering fundamentals or technology, or related field required; supplemented by ten (10) years of progressively responsible experience in construction, engineering or municipal building inspection, including the administration of State of Florida Building Code, and three (3) years in a supervisory role; or an equivalent combination of education, certification, training and/or experience.
Required Certifications and Licenses
Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.
 
National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.
 
Must possess specified certification and license requirements of the most current Broward County Amendments to the applicable version of the Florida Building Code; certified Flood Plain Manager by the Association of State Flood Plain Managers (ASFM).
 
PREFERRED QUALIFICATIONS
Three (3) years of experience as a Chief Building Official for a State of Florida municipality.NOTE: Job description, minimum qualifications, and the standards required to perform the essential functions are detailed in the official job description. The City of Tamarac is a drug-free workplace. Recommended candidates must pass a pre-employment drug screening prior to appointment, as appropriate. An eligible veteran or spouse of veteran shall receive preference in the selection process as provided for in the Florida Statutes. To obtain veteran’s preference, a candidate MUST submit a copy of a DD-214, Certificate of Discharge, or Statement of Eligibility with their application.
