City of Syracuse is Hiring a Special Patrol Officer (SCSD) Near Syracuse, NY

The City of Syracuse (Syracuse Police Department) is searching for qualified candidates for the position of Special Patrol Officer:

DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for maintaining order and providing security in public buildings, schools and courtrooms. When assigned to the Onondaga County Sheriff's Department Navigation Unit, work is also performed on area bodies of water. Persons employed in this class shall have all the powers of a peace officer, as set forth in section 2.20 of Criminal Procedure Law, when performing the duties of protecting property or persons on such premises. The work is performed under general supervision of the Police Chief or Sheriff. Does related work as required.

When assigned to SCSD:

The SPOs will be assigned at the middle school level, including K-8 Schools and as mobile support. The SPOs will maintain a uniformed presence and be readily available to assist staff and students. As an SPO you will possess New York State Peace Officer powers and be available to respond without delay to any potential threat, incident or emergency, reducing the opportunity for an incident to escalate further.

The SPOs will be available to respond to complaints, disturbances and disputes, and work to resolve the issues, with arrest sparingly used as a last resort for safety.

The SPOs will be in place to deter external threats, provide safety training as requested to staff and students and to respond to law enforcement incidents.

TYPICAL WORK ACTIVITIES:

  • Provides protection for the District students, staff and greater school community
  • Enforces the laws of the State of New York in accordance with the powers granted a Peace Officer pursuant to NYS Criminal Procedures Law section 2.0;
  • Responds to campus emergencies and provides First Aid/CPR as needed;
  • Patrols buildings, grounds and parking areas on foot or in a patrol vehicle to maintain order, protect persons and property, control traffic, and to prevent criminal behavior;
  • Secures and checks all doors, windows and entrances to building.
  • May assist to secure any weapon detected as a result of the administrative search process;
  • Controls and directs traffic on campus or adjacent roads, grounds and parking areas;
  • Investigates motor vehicle accidents that occur on campus or campus related property;
  • Coordinates with all juvenile justice support agencies to include Probation, Child Protective Services, Family Court, the District Attorney’s Office and the County Attorney’s Office
  • May issue parking violation tickets; actively monitors area to enforce safe routes to school
  • Provides law enforcement guidance to students, staff and administrators
  • Consults with the building administrators, and/or parents/guardians regarding the status of the campus public safety/security program and makes suggestions for improvement as required;
  • Prepares records and reports related to the work performed and maintains an appropriate system of records and reports, including, but not limited to, reportable incidents and all required regulatory reporting under NYSED Regulations, Title IX and other state and federal statutes and regulations.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

  • Candidates must be able to demonstrate awareness and sensitivity towards promoting an inclusive and diverse learning environment.
  • Good knowledge of the practices and procedures required to ensure maintenance of order on a school district campus and security of campus buildings, grounds and equipment.
  • Good knowledge of safety precautions necessary to eliminate existing and potential security, environmental, safety and fire hazards;
  • Good knowledge of standard police, fire and emergency communication protocols;
  • Working knowledge of law enforcement statutes pertaining to a variety of offenses and working knowledge of investigative techniques;
  • Working knowledge of the Penal law, Criminal Procedure law and Vehicle and Traffic Laws of the State of New York as well as Title IX, and other statutes and policies applicable in a public school setting;
  • Ability to properly use and care for firearms;
  • Ability to provide first aid;
  • Ability to communicate effectively with others;
  • Ability to understand and carryout complex oral and written directions;
  • Ability to prepare clear and concise reports;
  • Good judgment; tact; courtesy; resourcefulness;
  • Physical condition commensurate with the demands of the position.

Candidate Selection Process:

The candidate selection process would entail a panel interview process to select the best possible candidates for the position, reflective of the community which we serve. The panel would be comprised of select SPD, DPS, District Staff and community representatives. Candidates would also be required to complete the Syracuse Police Department application process and subsequent background investigation, prior to any offer of employment.

MINIMUM QUALIFICATIONS:

(a) Retired member of a police or sheriff’s department in New York State, or

(b) Retired former corrections, parole or probation officer in New York State.

NOTE: In accordance with Section 209-v of General Municipal Law, a retiree who had permanent competitive class status in one of the above listed occupations may be reinstated to a Special Patrol Officer position without further examination.

SPECIAL REQUIREMENTS TO CARRY OR POSSESS FIREARMS:

Special Patrol Offices may not carry or possess firearms while on duty unless authorized to do so by the Appointing Authority and a license has been issued pursuant to Section 400.00 of Penal Law (Section 2.10.37 of Criminal Procedure Law). Where possession of the license is required, eligibility for and continued possession of the license is required for employment.
