DISTINGUISHING FEATURES OF THE CLASS:
This position involves oversight of the Lead Paint Program for the City of Syracuse. This employee is responsible for the day-to-day management of the City’s Lead Paint Program. Receives general supervision from the Director of Code Enforcement. Performs related work as required.
TYPICAL WORK ACTIVITIES:
· Directs all activities of staff in the Lead Paint Program;
· Supervises follow-up inspections on referred code violations to determine if violations are abated or continuing;
· Reviews and approves City lead staff inspection reports submitted for accuracy and thoroughness;
· Coordinates the preparation and mailing of final warning letters to violators prior to possible ticketing and fines;
· Reviews Lead Paint cases to determine if violators should be issued tickets and fines;
· Reviews violation abatement schedules submitted by property owners for approval or disapproval;
· Answers complaints and non-routine inquiries from property owners, community group representatives, and other residents about violations and fines on the telephone, in person, and by letter;
· Investigates specific lead paint problems or potential violations that require on-site visits, speaking to groups, meeting with staff, coordinating with other agencies both internal and external;
· Conducts EPA Dust Sampling Technician training course;
· Meets with community groups as a NBD representative to answer questions and explain NBD policies and procedures in regard to lead paint enforcement;
· Makes written recommendations regarding policies and procedures for carrying out new or enhanced lead paint initiatives;
· Responsible for community/public education regarding lead paint issues and the lead paint program;
· Acts as liaison to City Departments and outside agencies;
· Reviews and assess 3rd party Risk Assessment Firm lead clearance reports;
· Monitors lead lab invoices and supplies, as well as, City staff lead sampling equipment;
· Monitors EPA certification expiration dates of City lead staff and 3rd party Risk Assessment Firms;
· Periodically audit 3rd Party Risk Assessment Firm lead clearance reports;
· Prepare packets for 3rd Party Risk Assessment Firm Non-responsibility hearings.

FULL PERFORMANCE KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of NBD policies and procedures;
Knowledge of basic computerized record keeping systems;
Knowledge of the interworking’s of code enforcement and related departments and agencies;
Knowledge of lead paint programs.
MINIMUM QUALIFICATIONS:
High school diploma or GED AND
A. Three (3) years of technical experience performing inspections for compliance with and enforcement of municipal or State codes, laws, and/or ordinances, or lead paint inspection,
AND
B. One (1) year of Lead or Supervisory experience* which included oversight of two (2) or more employees;
*This experience in B. may be included or in addition to the qualifying experience in A.
SPECIAL REQUIREMENTS:
~ Possession of a NYS Class D Operator’s License at time of appointment
EPA Certifications are preferred.
Job Type: Full-time
Pay: $57,000.00 - $60,000.00 per year
