This is professional, technical and analytical work in the City’s Water Resources Department, involving the research, analysis and design of moderately complex Geographic Information Systems (GIS) and other highly technical software. Work involves the creation, management and analysis of spatial data with Esri software. Work also includes administrating GIS systems; writing code in one or more programming languages to deliver customized web-based mapping and in response to user requests for program modifications; and training staff in the use of complex automated interactive graphics systems. Work requires maintaining knowledge of current technical and industry trends; and the exercise of initiative and judgment based upon technical expertise.

Salary: $54,186 - $99,115 DOQ**

**The hiring department will consider applicants for the GIS Specialist/Programmer I or II level, depending on qualifications and experience.

Minimum Qualifications. Applicants must:

• Have a valid Bachelor’s degree.

• Have prior experience with GIS mapping, data and systems.

• Be able to communicate clearly and concisely, orally and in writing.

• Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.

At the GIS Programmer/Specialist II level, meet the following qualifications:

• Have experience in the development and implementation of GIS related user training.

• Have basic knowledge of Oracle programming in a GIS environment.

• Have considerable ability to use map scales, map projections, coordinate systems and datum, information systems including databases, operating systems, and application development tools.

• Have basic knowledge of geodatabases, SQL for Oracle, Esri ArcGIS Desktop, ArcGIS Pro, ArcGIS Server, ArcGIS Online, JavaScript, CSS, HTML, and ArcSDE.

Desirable Qualifications.Preferred applicants:

• Have experience working with Esri products including ArcMap, ArcGIS Pro, and ArcGIS Online.

• Have experience with Arcade, Python, and SQL expressions within the ArcPro environment.

• Have basic skills in programming such as flow charting, object-oriented design, and debugging code.

• Are able to troubleshoot and correct application errors and data integrity issues.

• Have experience with Microsoft Power platform, specifically Power BI, Power Query, and Power Automate.

• Have a general understanding of public water and wastewater infrastructure.

• Have experience working with networked datasets (Geometric Network or Utility Network).

• Have experience working with Asset Management software.
