City of St. Petersburg is Hiring a Floodplain Coordinator Near Saint Petersburg, FL

This is responsible professional and technical work developing, researching, preparing, implementing, and coordinating Community Rating System activities, FEMA compliance, administration of FEMA Hazard Mitigation Assistance Grants, and complex public planning studies and programs, with a primary focus on the City’s floodplain management program. Work primarily includes coordinating the functional and technical aspects for initiatives to reduce flood damage to insurable properties in St. Petersburg; and to assist with application for and compliance with National Flood Insurance Program (NFIP) Community Rating System (CRS) series guidelines and requirements. An employee in this role will be assist in achieving significant improvement in the municipal CRS score by following CRS coordinator guidelines provided by the Federal Emergency Management Agency (FEMA); making recommendations for program improvement; and implementing approved recommendations. Work will include conducting detailed studies, preparing reports, and making presentations regarding strategies to improve CRS scores; FEMA related sustainable development including the application, implementation, and close out of FEMA Hazard Mitigation Assistance Grants; coastal management and resiliency; related historic preservation concerns; and other related planning activities. Work requires the exercise of considerable independent judgment, initiative, ingenuity, and tact; and extensive, productive interaction with City officials, other governmental agencies, commissions, boards, and the public.

Salary:$55,682 - $88,774

To Qualify

Minimum Qualifications. Applicants must:

  • Possess a valid Bachelor’s Degree with major course work in public administration, planning or related field -or- a valid high school diploma or GED combined with training and experience.
  • Possess and continue to maintain a valid Driver License.
  • Possess and continue to maintain the Certified Floodplain Manager (CFM) certification issued by the Association of State Floodplain Managers (ASFPM) or must obtain the certification within six (6) months of appointment to the position.
  • Have some knowledge of the principles, best practices, emerging trends, and components of Floodplain Management.
  • Have some knowledge of FEMA Hazard Mitigation Assistance Grants, Letter of Map Revisions and Amendments, and management of Flood Insurance Rate Maps (FIRM).
  • Have some knowledge of legal procedures related to codes compliance and enforcement.
  • Have professional experience in private or public sector planning activities, or a related field.
  • Be able to communicate clearly and concisely, orally and in writing.
  • Be proficient in the use of a computer and software used to create reports, correspondence, and email communications.
  • Be able to establish and maintain effective working relationships with City officials, community leaders, employees, and the public.

Desirable Qualifications. Preferred applicants:

  • Possess a Florida Stormwater Erosion and Sedimentation Control Inspector License.
  • Have a basic understanding of statistical concepts and research methodology used in data collection and report presentation.
  • Have experience with emerging website and social media tools.
  • Have at least three years of knowledge and experience with NFIP CRS guidelines and implementation.
