About the position

Provide education on city property maintenance codes and licensing programs to residents, contractors, and business owners. Inspect all properties to ensure compliance with property maintenance code. Perform a variety of technical work in conducting inspections of homes, apartments, and businesses to ensure all properties comply with minimum standards. Position involves significant contact with the public, answering questions, responding to complaints, and writing reports. The duties for this position will primarily focus on nuisance property maintenance complaints and property condition surveys of residential and commercial properties to ensure compliance with property maintenance code.

Duties and Responsibilities

  • Investigate property maintenance, nuisance, and zoning code complaints. Conduct inspections: prepare letters, notices, reports, and follow up on violations to ensure appropriate corrective actions have been taken.
  • Assist with inspections of licensed rental apartments and dwelling units, including the building’s interior, exterior, and grounds. Verify compliance with applicable property maintenance, building, and fire codes. Respond to and investigate tenant complaints.
  • Assist with re-inspections of properties to verify code compliance at time of sale. Educate property owners on code requirements, assist in finding solutions, provide information, and follow up to verify compliance.
  • Respond to and inspect trash housing and radon cases, refuse trucks, air, water, and noise pollution for health and safety violations.
  • Perform annual inspections of locally licensed facilities including but not limited to tobacco sales, tanning facilities, enclosed parking, billboards, and environmental emissions. Assist with other inspection or department activities as needed.
  • Conduct property condition surveys and inspection of residential and commercial properties to ensure compliance with property maintenance codes.
  • Prepare letters, inspection reports, and court documents using city computer database, LOGIS and Microsoft programs.
  • Maintain clear, accurate, and appropriate records, develop and update forms as needed.
  • Coordinate with and support all inspectors and staff in other departments to provide seamless service delivery to the community.
  • Work with city attorneys in preparing evidence for code enforcement through court proceedings and appear in court to testify.
  • Research and prepare recommended city code changes. Aid and assist supervisor in preparing documents for city council meetings.
  • Participate in professional activities to represent the city. Work with staff or citizens on boards, commissions, and committees either as a member or city liaison.
  • Participate in community relations. Provide referral services and help for residents in maintaining their properties to minimum standards.
  • Perform other duties and assume responsibilities as apparent or assigned.

Minimum Qualifications

  • High School diploma or GED equivalent.
  • Valid driver’s license.
  • Ability to physically move about all areas of inspections to carry out duties; navigate stairs, climb ladders and move around construction sites.

Desired Qualifications

  • Demonstrated competence and comfort with supporting the city’s strategic objectives for advancing racial equity.
  • Experience in property maintenance, code compliance, housing, or construction code inspections.
  • Degree in building or housing inspection or a related field.
  • Knowledge of Minnesota state construction codes.
  • Certification as a Minnesota Building Official Limited.
  • Competency certifications in related area by ICC or a nationally recognized code organization.
  • Fluent in a second language.
