Streets Crew Supervisor – Asphalt Salary: $57,437/year

Individuals hired in this position have the opportunity to progress up to $86,155/year, which is the maximum

salary for this position as of December 2023.

Position Summary

Under the general direction of the Streets Superintendent, supervises crews performing work on asphalt

repairs, replacement, and chip seal as well as other related maintenance for the City of St. George.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following

tasks, knowledge, skills, and other characteristics. The list of tasks is illustrative only and is not a comprehensive listing of all the

functions and tasks performed by positions in this class.)

1. Supervises crews performing duties which include inspection, pavement repair and replacement, leveling

courses, chip seal, and utility repairs.

2. Instructs, trains, and evaluates subordinates regarding procedures, processes, safety procedures, and

maintenance of tools and equipment.

3. Determines the best means and methods necessary for a specific job. Plans and schedules various projects,

provides expertise, and troubleshoots roadway concerns. Resolves issues involving work assignments.

4. Prepares records and reports. Requisitions equipment, supplies, and materials and assists with

specifications.

5. Enforces City policy and procedure issues with immediate crew. Resolves minor personnel issues,

grievances, and disciplinary problems. Reports major personnel issues, grievances, and disciplinary

problems to the Streets Superintendent and assists in corrective action.

6. Coordinates with other supervisors, divisions, departments, and agencies.

7. May assist in the inspection of all new developments for adequate completion of construction and

incorporates into infrastructure management program.

8. Reviews the construction site and follows City specifications prior to project construction for familiarity

and from a construction feasibility standpoint.

9. Coordinates with the Engineering Division on right-of-way and easement issues affecting department

infrastructure.

10. Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions

  • Moderately heavy physical activity. Required to push, pull, or lift medium to heavy weights.

Difficult working positions. May have to stand, walk, or sit in uncomfortable positions for extended

periods. Moderate exposure to disagreeable elements such as dust, fumes, noise, dampness, cold,

heat, or grease. Occupational safety and health hazards may be encountered under controlled

conditions. Intermittent exposure to stress as a result of human behavior.

  • * Note: Persons in this classification may be required to work unconventional work hours or shifts

during emergency situations.

Qualifications

Education: High school diploma or equivalent.

Experience: Minimum of four (4) years full time experience in related field.

Licenses and/or Certifications:

  • Possess a valid commercial driver license (CDL) Class A with Tanker and Hazardous Materials

endorsements. A valid Utah Commercial Driver License (CDL) Class A with Tanker and Hazardous

Materials endorsements must be obtained within 60 days of hire and be maintained throughout

employment.

  • Possess Utah Department of Transportation certification in construction signing and flagging
  • Possess Technology Transfer Center (T²) certification for backhoe, grader and loader.

Knowledge, Skills, and Abilities

Knowledge of:

  • General Occupational Safety and Health Administration’s (OSHA) construction standards, including

trenching and confined space safety.

  • Federal Highway Administration’s Manual of Uniform Traffic Control (MUTCD) Part II a, b, c, and d

and Parts III, IV, VI, and VII.

  • EPA requirements such as the disposal and use of toxic material, i.e., fuels, road oils, chemical solvents,

etc.

  • Computers and data input for City Works.
  • City of St George standards and specifications for asphalt mix designs, chip seal and road oil products and

chip seal aggregate.

Ability to:

  • Outline work assignments, prepare daily work schedules, and order necessary materials and equipment.
  • Write reports and keep records of labor and material usage.
  • Perform math calculations involving asphalt, road base, road oils, chips, etc.
  • Train, supervise, and assist subordinates in determining the most efficient method of performing assigned

work.

  • Establish and maintain effective working relations under varying circumstances with other supervisors,

subordinates, coworkers, and the public.

  • Create service requests and work orders in city works and maintain accurate data on labor, equipment and

materials.
