The City of South San Francisco is a General Law city with a population of 66,185 residents that grows to 110,000 during business hours. South San Francisco is strategically located on the west shore of the San Francisco Bay, in northern San Mateo County, 10 miles south of San Francisco. THE DEPARTMENT

The Parks and Recreation Department is organized by program area, with each program administered by a supervisor, coordinator, or specialist. In addition, there are a group of affiliated organizations that operate out of City facilities and park locations. These activities are co-sponsored by the Department, but are not staffed or supervised by City personnel.

The Parks and Recreation Department includes four divisions: Administration, Recreation, Parks and Facilities. The Director of Parks and Recreation is responsible for the operation and programming of recreation facilities, park planning and maintenance, and facility maintenance. The Deputy Director is tasked with assisting the Director in support of these functions.

The Parks and Recreation Commission and the Cultural Arts Commission, which are appointed by City Council, provide policy direction. Several volunteer and advisory citizen groups also provide support and recommendations to the Director and staff.

The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well-being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

THE POSITION

Under direction of the Recreation and Community Services Supervisor of the respective program area, performs responsible administrative, coordinating, and technical duties in one of the Parks and Recreation programs; and does related work as required. This classification is responsible for the day-to-day operation of the program and for the coordinating, supervisory, and administrative duties for the assigned program area.

The current vacancies are in the following program areas:

Classes Program

  • The Classes Program Coordinator is responsible for over 300 recreation classes that are offered to preschoolers, children, teens, adults, and senior citizens. Classes include art, dance, exercise, music, yoga, martial arts, floral design, piano, tennis, social dance, and more at locations throughout the City of South San Francisco.

Youth Enrichment Services (YES) Program

  • The YES Coordinator is responsible the operation of the City’s ASES program at Los Cerritos and Martin Elementary schools during the school year as well as licensed before and after school programs and seasonal and summer camps. Bilingual candidates (especially Spanish speaking) are highly desirable for this position.

Senior Services Program

  • The Senior Services Coordinator is responsible for programming the third-floor activities at the Roberta Cerri Teglia Center. This includes but is not limited to coordinating the senior nutrition program, on site as well as off site activities, recruitment of participants, monthly newsletters, and more. The center is open Monday – Saturday.

Sports Program

  • The Sports Coordinator is primarily responsible for youth and adult sports and sports leagues, open gym activities, coordinating the Junior Giants summer program, middle school sports, overseeing and scheduling programs and activities at the Terrabay Gymnasium and Recreation Center, and is responsible for permitting out sports fields to user groups.

Ideal Candidate

The ideal Recreation and Community Services Program Coordinator will have knowledge of principles, methods, and practices of the assigned program area; management of licensed programs, grant funded programs, and recreational facilities/programs; principles of supervision, training, and employee development; and scheduling techniques for staffing, classes, facility use, and sports leagues. The ideal candidate will also have the ability to plan, coordinate, and direct the services of a specific program; develop and implement procedures and systems; establish and maintain cooperative working relationships with those contacted in the course of work; and display outstanding customer service skills.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

When assigned to YES and Senior Services Programs:

  • Experience & Training: In accordance with the California Department of Social Services, Community Care Licensing Regulations, Title 22 compliance requirements.

When assigned to all other Parks and Recreation Programs:

  • Experience: Two years of progressively more responsible experience in delivering recreation, leisure, or human service programs in the assigned area.
  • Training: Equivalent to a Bachelor’s degree in recreation, psychology, social work, or a related human services field.

Licenses/Certificates: All required licenses and certificates must be maintained as a condition of employment.

All Positions:

  • Possession of, or the ability to obtain, an appropriate, valid California Driver’s license and a satisfactory driving record.

When assigned to Aquatics, YES and Senior Services Program:

  • Possession of a current first aid and CPR certificate.

When assigned to all other Parks and Recreation Programs:

  • Possession of a current first aid and CPR certificate is desirable.

THE SELECTION PROCESS:

The process will first consist of a review of application materials and responses to the supplemental questionnaire, which must be detailed and complete. A resume is REQUIRED but does not substitute for a complete application. Applications with "see resume" as a substitution for the work experience description; those with unclear past employment information; or those with insufficient information to evaluate possession of minimum qualifications will not be considered. The most highly suitable and qualified candidates will be invited to participate in an oral panel interview. This assessment is tentatively scheduled for the week of February 20, 2024.

Upon completion of this examination, an eligible list will be established which will be used for the appointment to the position. Possession of minimal qualifications does not guarantee advancement in the selection process and placement on the eligible employment list. Top scoring candidates will be invited to the next phase of the selection process which will consist of any or all of the following: a departmental interview and written/performance exercise. All applicants will be notified by email as to whether or not they are invited to participate further in the selection process.

Appeals concerning administration of an examination must be submitted in writing within 2-business days from the date the event occurred.

Note: The City of South San Francisco reserves the right, at its discretion, to limit the number of qualified candidates invited to the selection process. Admission to the examination may be limited to those applicants who demonstrate the best combination of qualifications on the application and resume, in addition to an assessment of supplemental questionnaire responses. Benefits

Salary: $74,318.00 - $90,355.00 annually

Retirement: CalPERS retirement formula is 2% at age 60 for Classic members or; 2% at age 62 for “new members” as defined by Government Code §7522.04(e). Social Security and Medicare participation and option to participate in 457 deferred compensation plans. City contributes equivalent of 1.5% of base pay towards a medical after-retirement account, with a $100/month employee contribution.

Health Insurance: City offers a choice of medical HMO (two providers) or PPO plan, and offers vision and dental coverage. City pays 100% of vision and dental premiums for employee and eligible dependents. Employees shall contribute 10% of the HMO premium cost based on category of coverage (single, two, family). For PPO, employee pays cost difference between PPO and HMO plans. City provides 100% City-paid short- and long-term disability insurances. The City offers a discretionary benefit account for employees who demonstrate health coverage elsewhere.

Income Protection: $50,000 Life Insurance, Disability Insurance, opportunities to purchase additional life insurance and Long Term Care.

Vacation: Fifteen to thirty working days annual vacation, based on the length of service.

Holidays: Fourteen paid holidays per year, including two half-days and one floating holiday.

Programs: 125 Flexible Spending account for unreimbursed medical and dependent care expenses, Employee Assistance Program, City Recreation Classes (12 free per year, excluding lab fees and ingredient fees), and Reduced-fee Child-care Programs are available.

This classification is in an employee bargaining unit.
