Summary Description
Under general supervision of assigned supervisory or management staff, provides a wide variety of journey skilled tasks in the care, cleaning, maintenance, construction, and repair of assigned facilities and equipment.; performs the full range of required operation and maintenance duties, including operation of heavy equipment throughout the City. Maintenance Technicians may be assigned to specific functional areas (streets, parks, facilities, airport) but may be reassigned to any of the sections at any time for business or career development reasons. May exercise functional and technical supervision over lower level maintenance staff during specific project assignments.
Identifying characteristics
The Maintenance Technician III/IV/V series is an advanced journey level maintenance series. Positions at this level are distinguished from Maintenance Technician I/II by the level of responsibility assumed and complexity of duties assigned. Employees perform more difficult and responsible types of technical duties, including performing technically complex maintenance duties related to area of assignment. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility, sharing their expertise with other staff and assuming responsibility for broadening their skill base by assuming responsibility for a broader cross section of assignments.
Advancement from Maintenance Technician level III to level IV and from level IV to level V is at the discretion of the appointing authority provided the following criteria are met: (1) the minimum qualifications and the time-in-grade requirements are met; (2) demonstration of the ability to independently perform the full scope of the assigned duties via completion of department training plan & testing; and (3) a budgeted vacancy is authorized at the III/IV/V level. Only a limited number of positions are allocated to each level.
Maintenance Technician IV requires significant maintenance and operations skillset. Incumbents work with a high level of independence to perform assigned maintenance and construction work. Specific duties may vary depending upon the functional section to which work is assigned.

Maintenance Technician IV
In addition to duties of level I/II/III:
General Duties: 

• Performs related tasks at the journey skill level across several functional areas
• Trains other maintenance workers as assigned.
• Safely operate all equipment within the Operations Division's functional areas
• Reads, interprets, and conveys more complex schematics, drawings, codes, safety notices, SDS
• Complex knowledge of building and civil codes, Cal-OSHA codes, MUTCD, Cal Trans Standards and specifications, agency permitting procedures, asbestos identification and testing procedures, lead paint identification and testing procedures and all other regulatory codes, policies, and procedures within functional area assigned
• Intermediate material purchasing and inventory per City purchasing policy and procedures
• Performs, records, and uploads asset condition assessments and data collection as assigned
• Basic materials, labor and equipment estimating
• May represent division at meetings, trainings, or assignments
• Installs, repairs and maintains all municipal signs, sign posts and reflective traffic markers.
• Coordinates sign and traffic marker installation and maintenance activities with other City divisions and departments.
• Coordinates contracted signing projects by collecting bid information from outside contractors; monitors and inspects work performed.
  Facilities Assignment:
• Safely operate all equipment vehicles, and tools within the assigned functional area
• Tests, maintains, repairs and installs complex electrical systems, panels, switches, and fixtures.
• Tests, maintains, and repairs complex boilers, chillers, co-generation units, and snow melt systems
• Tests, repairs, and balances HVAC systems and controls
• Tests, repairs plumbing systems including electronic controls.
• Inspects and ensures facilities and inventory areas have correct SDS sheets
• Inspects all facility fire and life safety equipment as assigned by Public Safety and/or Building Department
• May monitor alarms and respond to calls if assigned
• May be assigned specific tasks within secure environments such as Airport, Police Fire Stations, and Computer Server Areas.
• May be required to have background testing.
• Inventory Control at all facilities
• Inspects, maintains & repairs a variety of roofing systems including but not limited to: shingles, single ply membranes, built up roofing, metal roofing and guards, etc.
• Performs facilities condition assessments and data collection
• Monitors remote building automation systems
• Assists with forecasting asset replacements and capital needs
• Uses computer to complete reports, track work orders, and other duties.
• May act as representative to concessionaires, focus groups, school districts, agencies, user groups, special events etc.
• May assist in project development including permitting
• May assist with facility schedules and recreation programming
• May assist in all other functional areas as assigned
  Snow Removal Assignment: Note: All Operations Division Employees will perform snow removal functions regardless of functional area specialties.
• Safely operates all vehicles and equipment such as trucks, sanders, snow plows, snow graders, snow blowers, and large trailers.
• Inspects snow removal equipment at beginning and end of shift.
• Provide fuel, lubricants and materials as needed.
• Formulates and mixes brine solutions as assigned.
• Inventories abrasives and de-icing material stockpiles and recommends quantity replacements.
• Inventories and reports on snow removal operations damage to public and private property under supervision of Lead Maintenance Technician
• Reports on NPDES abrasives collection
• Assists in emergency services as required.
• May be required to assist in snow removal code enforcement.
• Works nights/weekends/holidays as required, will be required to work 12 hr. shifts.

Knowledge of:

• Intermediate and complex building trades such as Carpentry, Roofing, Plumbing, Mechanical, Electrical, Accessibility, Title 24 Energy etc.
• Intermediate to complex civil engineering trades such as grading, paving, striping, traffic control etc.
• Significant knowledge of safe working practices
• Significant knowledge of Hazardous Materials practices
• Excellent customer service
• Knowledge of Building, Electrical, Plumbing, Mechanical, and Civil Codes

Minimum Qualifications
Education and Experience Guidelines: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Formal or informal education or training that ensures the ability to read and write at a level necessary for successful job performance.
Maintenance Technician IV
Two years full time experience as a Maintenance Technician III or six years of general maintenance and construction in one or more of the following functional areas: parks, streets/storm drainage, facilities, snow removal.
Certificates/License Requirements:
All class levels:

• Possession of a valid Class B California or Nevada driver's license (commercial driver's license subject to Department of Transportation drug testing requirements and DMV pull notice program).

(If appointed from an internal position, must possess Class B prior to appointment. If hired from outside of City employment, must obtain within 6 months of hire.)
Depending on assignment and operational needs: some positions may require one or more of the following certificates:

• Tanker Endorsement
• Qualified Applicators License Categories B, C, F, G
• California Landscape Contractors Association Certificate in Landscape Maintenance, Landscape Construction and Irrigation Installation
• IMSA Traffic Control Signs and Markings Level II

Incumbents must be willing to work mandatory overtime when required; may be required to work nights, weekends and holidays as required in emergency situations.
Special Requirements - Safety regulations prohibit incumbents from wearing contact lenses when working with certain chemicals. Incumbents in positions requiring use of a respirator are prohibited from wearing beards or other facial hair which prevents a proper respirator fit.

Environment: Indoor work to perform record keeping and computer tasks; outdoor work in all types of weather including extreme heat and humidity, cold and rain and snow; work in and around heavy traffic conditions and very loud noise of construction equipment; continuous exposure to moving mechanical parts, electrical shock, and vibration from equipment and tools; occasional exposure to hazardous materials and substances including chemicals, blood borne pathogens, and animal bites; positions may require working at heights above the ground, work below ground, and/or in confined spaces.
Physical: Incumbents in this class must be in good physical condition and able to exert physical strength for prolonged periods of time. Due to the physical nature of this position, the majority of tasks performed by incumbents involve a combination of two or more simultaneous physical operations requiring but not limited to the following:
CONTINUOUS: sitting, standing, walking, climbing, stooping, kneeling, reaching, handling, fingering, and hearing; lifting and carrying of tools and equipment weighing up to 75 lbs.; pushing/pulling of tools and equipment up to 25 lbs.
FREQUENT: balancing, crouching and talking; pushing/pulling of tools and equipment weighing up to 50 lbs.
OCCASIONAL: crawling, smelling; lifting, carrying, pushing/pulling of tools and equipment weighing up to 100 lbs.; lifting and carrying tools and equipment weighing over 100 lbs. with assistance.
Vision: See in the normal visual range with or without correction; vision sufficient to see work orders and service requests, field conditions, equipment dials and gauges; operate vehicles and equipment; monitor telephone traffic conditions and mix chemicals.
Hearing: Hear in the normal audio range with or without correction; ability to monitor sounds for traffic control and equipment malfunction; hear back-up alarms on trucks and other equipment, telephone and radio transmissions, and calls for assistance from others..
Speaking: Communicate in English in person, by phone and radio to communicate with both the public and co-workers.
