City of South Fulton is Hiring an UTILITY PERMIT INSPECTOR Near South Fulton, GA

GENERAL DESCRIPTION

Conducts inspections of right-of-way construction and restoration work by utility companies and their subcontractors to ensure compliance with City ordinance requirements. Also, conduct inspections and inventory of street lights within the right-of-way.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Conducts initial inspections of permitted utility work, including street cuts and back of curb installations; Inspect lane and road closure implementation including flagman and detours; Ensure all work is done within City ROW and according to approved plans; Conducts final inspections, including sod and street restoration work; Ensures all right-of-way work is done in accordance with the Utility Accommodation Manual.
  • Reviews utility applications and construction plans associated; Requests and receive as-builts; Monitors work sites for adequate safety practices and compliance with traffic control plan; Assist with capital improvement projects utility relocations on right-of-way; Assists citizens and contractors with concerns/questions relating to right-of-way matters
  • Notifies responsible inspectors, contractors, subcontractors, engineers, architects, or homeowners of code violations; discusses corrective options; issues violations; makes recommendations for stop work orders if necessary; documents findings and recommended solutions.
  • Receives and responds to complaints from the public and contractors regarding issues related to right-of-way and City ordinances; records and monitors status of complaints from citizens and contractors; collects information and researches complaints; determines validity of alleged violations and initiates appropriate actions; maintains records of response to complaints.
  • Processes a variety of documentation associated with department/division operations within designated timeframes and per established procedures: receives and reviews various documentation; prepares/completes a variety of inspection reports; compiles data for further processing or use in preparation of department reports; and maintains computerized and/or hardcopy inspection records.
  • Maintains current, comprehensive knowledge and awareness of applicable laws, regulations, principles, and practices relating to roadway construction, soil and erosion control, and construction procedures; reads professional literature; maintains professional affiliations; attends Georgia Soil and Water Conservation Commission Meetings, homeowner’s association meetings, workshops, hearings, and training sessions as required; and maintains required inspection certification.
  • Conducts inspections of public street lights within the right-of-way to ensure functionality; Conduct street light inventory to include location, ownership & type

ADDITIONAL FUNCTIONS

  • Serves as a back-up to the Utility Coordinator in their absence.
  • Attend monthly UCC meetings
  • Performs other duties, as assigned.

EDUCATION AND/OR WORK EXPERIENCE REQUIREMENTS

Requires an Associate’s Degree in Environmental Science or a related field; supplemented by two (2) years of experience in construction or environmental regulation enforcement; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must possess and maintain or obtain within six (6) months of employment valid certifications and training in the following: Georgia Soil & Water Conservation Commission Level I B Certified Inspector.

ADDITIONAL REQUIREMENTS

Must possess a valid driver’s license.

Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and prolonged standing, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, hazardous materials, machinery, electric currents, traffic hazards, animal/wildlife bites, pathogenic substances, or rude/irate individuals.
