The City's Engineering team is busy and growing! We are seeking project managers to take the lead in the delivery of Capital Projects of various sizes and complexity. Our team supports an annual Capital Improvement Program of $50 million to $70 million with exciting project management opportunities on transportation, surface water, wastewater, and facilities projects. Project managers will collaborate with our motivated engineering team and be provided with opportunities for leadership, mentorship, and career development.
The Engineering team is part of the City of Shoreline's Public Works department which comprises over 60 people. Public Works includes three divisions (Engineering, Utility Operations, and Transportation Services) which provide planning, project delivery, operational services, and maintenance services to our community. We are a collaborative team focused on the needs of our community. We operate based on a philosophy of continuous improvement and are pleased to have achieved the American Public Works Association (APWA) accreditation. We serve a growing, ethnically and racially diverse community of 56,000 located directly north of Seattle in King County, Washington.
With this posting we are seeking to fill two or more Engineer II – Capital Projects positions. The individuals selected for these positions will manage programs and/or Capital Projects from the planning stage through design and construction close-out. Project management assignments will include a combination of the following:
 
  • Roadway projects 
  • New sidewalk and sidewalk rehabilitation projects
  • Off corridor bike network projects 
  • Surface water projects 
  • Wastewater projects
  • Facilities projects
The individuals selected may be asked to assist in the management of large projects and programs, including engagement with one or more of the City’s large complex corridor projects (N 145th Street Corridor and I-5 Interchange, N 175th Street Corridor Improvements, N 145th Street Corridor Phases 2 and 3, 148th Street Pedestrian Bridge). The Program Management role consists of project prioritization (including equity and climate impact mapping), project planning and packaging, financial forecasting and tracking, and other program management activities. The Project Management role consists of planning, management, and design (or oversight of engineering consultants for design) of capital projects from inception through construction close-out in collaboration with other team members and utility managers. We seek motivated individuals with capital project delivery experience and expertise or desire to grow. New project managers will play a key role in expanding the Capital Team’s capacity and capability to deliver Capital Projects. The ideal candidate will be able to work equally well independently and in inter-divisional teams to develop and deliver projects within established schedules and budgets.
DEFINITION
 Manage the development and delivery of capital projects subject to strict deadlines, including managing public involvement, overseeing consultants, and meeting schedule and budget objectives. Coordinate assigned activities with other divisions, departments and outside agencies. Establish and maintain cooperative working relationships with co-workers, other departments, outside agencies, consultants, contractors and citizens, and provide highly responsible and complex project management and engineering support to City departments.
 
 DISTINGUISHING CHARACTERISTICS 
 This is an advanced, journey – level classification. Positions at this level are distinguished from the Engineer I – Capital Projects classification by the level of license/certification required, the level of engineering and project management skills, the level of responsibility assumed, and the complexity of duties assigned. Employees in this classification perform the most difficult and responsible types of duties on complex and high-profile capital projects and activities requiring an effective combination of planning, engineering, project management and communication skills, fluency in procedures related to assigned area of responsibility and the ability to work independently.
 
ESSENTIAL AND MARGINAL FUNCTIONS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
  1. Manage and oversee the development of capital projects including streets, facilities, parks, surface water and wastewater. Meet schedule and budget objectives for assigned projects.
  2. Administer contracts with outside consulting services as required; advertise, interview and select consultants; negotiate work programs for subsequent contracts.
  3. Oversee consultants, monitor revenues, contract expenses, schedules and consultant performance.
  4. Provide cost estimates and forecasts for long-range improvement projects; assist in developing long-range plans for City infrastructure; research and prepare projections related to expenditures, revenues and requirements.
  5. Prepare engineering design for capital projects including engineering calculations, preparation of plans and specifications.
  6. Manage construction including schedules, bid openings, contract awards, construction progress, inspections, change management, and project close-out for all capital projects.
  7. Coordinate and define community engagement strategies and plans with the Community Engagement Coordinator. 
  8. Work directly with department directors and the public to implement complex and controversial projects.
  9. Manage public outreach. Provide information to the public regarding the Capital Improvement Program; respond to questions and resolve complaints as needed; attend community meetings and make presentations related to capital and special projects; conduct and participate in project meetings with other City staff.
  10. Participate in the development and administration of the capital projects budget; participate in the forecast of funds needed for equipment, materials and supplies; monitor and approve expenditures; implement adjustments; assist in pursuing grants and other funds necessary to support the Capital Improvement Program.
  11. Manage State and Federally sourced grant funding for assigned projects, including monitoring and internal and external reporting, and ensuring that all project records are maintained in an auditable condition, in adherence to applicable regulations and procedures.
  12. Provide responsible support and assistance to upper management and to the directors and managers of departments with assigned projects.
  13. Attend and participate in professional group meetings; stay abreast of trends and innovations in the field of project management and engineering.
Marginal Functions:
Perform related duties and responsibilities as required.
Knowledge of :
  • Fundamentals of engineering including the methods, techniques and practices utilized for the design, operation, alteration, repair and maintenance of transportation, facilities, surface water, and wastewater collection and pumping systems.
  •  Operational characteristics, services and activities of project management and construction management Methods, techniques and equipment of field inspection, surveying, drafting and design.
  • Principles, best practices, and current emerging trends in community engagement; including targeted meeting strategies based on community-specific needs.
  •  Principles and practices of consultant contracting and public works contract administration.
  •  Principles and practices of municipal budget preparation and administration.
  •  Principles and practices of negotiation.
  •  Principles of technical and business communication, including business letter writing and report preparation.
  •  Applicable computer software including MS office.
  •  Methods and procedures of State and Federally sourced grant funding management.
  •  Pertinent Federal, State and local laws, codes and regulations.
 Ability to:

  •  Work directly and proactively with diverse community neighborhoods during all phases of project scoping, design, and construction.

  •  Manage multiple ongoing projects, program, and processes, including budgets and schedules, with limited direction.
  •  Oversee, direct and coordinate the work of consultants and other project staff.
  •  Prepare engineering calculations and design for wastewater projects.
  •  Review wastewater studies, engineering plans, specifications, and cost estimates.
  •  Develop or review project plans and specifications using AutoCAD Civil 3D and related MS Office software.
  •  Prepare and review engineering estimates, including design, administration and construction costs.
  •  Write technical documents including reports and studies.
  •  Utilize modeling software for hydraulic analysis.
  •  Utilize basic field engineering equipment.
  •  Inspect work for completeness and proper work methods.
  •  Monitor and manage grant funding through internal and external reporting and records management and maintenance.
  •  Interpret and apply Federal, State and local policies, laws and regulations.
 
Experience and Training Guidelines
 Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 Experience:
 Minimum of five years managing and/or designing capital projects with at least three years at the project manager level.
 Training:
 Equivalent to a bachelor's degree from an accredited college or university with major course work in engineering, planning, architecture, construction management or a related field.
 License or Certificate:
 Required: Registration as a Professional Engineer in the State of Washington or ability to obtain registration in Washington within 6 months after date of hire.
 Valid state-issued driver's license
Environmental Conditions:
Office environment; occasional travel from site to site for meetings or project observation; exposure to computer screen 
Employees Working Remotely: The City has implemented a remote work policy that allows staff to work up to three remote days a week, that is mutually agreed upon. Full-time remote work is not an option. Once hired, employees must reside in the State of Washington.
