HEAVY EQUIPMENT OPERATOR

DEFINITION:

A Heavy Equipment Operator is responsible for the safe, efficient operation and care of heavy maintenance and/or construction equipment. This employee is under the supervision of the Public Works Director or his designee. Work requires considerable skill in order to manipulate equipment such as bulldozers, backhoes (fine grading), track hoe, grader, forklifts, trenching machines, pneumatic rollers, frontend loaders (one cubic yard or more), asphalt rollers, tractors, or equivalent equipment (based on assignment), as well as perform a variety of additional related work job assignments. Employees in this class are required to operate all available equipment. Allocation to this class establishes equipment operation as the primary function of the position. This class performs related duties as required. The employee will be required to perform any other tasks as may be required to accomplish the essential functions of the position as set out herein.

BENEFITS:

This is a full-time position with a rate of $17.77 per hour. The City currently provides the following for full-time employees: 100% City paid individual medical, dental & vision insurance benefits. EQUIPMENT/JOB LOCATION:

The employee will operate a variety of heavy and light equipment such as a bulldozer, backhoe, tractor and other equipment. The employee will shoot grade with transits and/or laser level. The employee will operate a variety of motorized vehicles. The employee will also use a variety of hand tools and small machinery. The employee will be required to lift, carry, dig, climb, bend and move moderate to very heavy objects. The employee will be exposed to all types of weather with possible exposure to fumes, chemicals, toxic substances, and machinery with moving parts.

PHYSICAL REQUIREMENTS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of his job.

  • Physical activities include climbing, stooping, standing, walking, pushing, pulling, lifting, reaching, handling, grasping, and repetitive motions
  • This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects, and some heavy work requiring the exertion of 100 pounds of force occasionally.
  • Also includes the necessity to communicate by talking, hearing/listening.
  • Specific vision abilities required by this job include close, distance and peripheral vision, depth perception, and the ability to focus, for operation of machines and equipment, determination accuracy and thoroughness of work, and observation of general surroundings.

ESSENTIAL FUNCTIONS OF THE JOB:

  • Operates a variety of heavy maintenance and/or construction equipment skillfully, safely, and according to traffic laws and regulations.
  • Shoots grade with transit or laser level
  • Moves debris, dirt, or other material from one place to another to lay asphalt or adjust grade.
  • Loads and unloads dirt, gravel, trash, refuse and other debris.
  • Performs preventive maintenance, detects needed repairs, and makes necessary routine adjustments to equipment.
  • Operates various motorized vehicles or pieces of equipment such as: frontend loader, roller, backhoe, contractor, trailer, and tractor
  • Operates power-driven machinery such as jackhammer, tamper, or other similarly size equipment to assist crew members in completing tasks.
  • Uses common hand tools such as: hammers, saws, screwdrivers, or similar tools.
  • Cleans equipment using the appropriate materials. Works in a variety of weather conditions while maintaining public safety and removing hazards.
  • Works with cleaning fluids using normal, routine, protective equipment in order to clean equipment.
  • Detects hazardous situations at work (i.e., hears audible traffic sounds when working near moving traffic and in confined residential areas).
  • Observes, inspects, or monitors conditions to determine compliance with prescribed operating or safety standards. Uses graphic instructions such as blueprints, layouts, schematic drawings, or other visual aids.
  • Meets scheduling and attendance requirements.
  • Comprehends and makes inferences from written material such as blueprints, drawings, survey markings or job orders to complete assignments.
  • Assists in supervision of a small crew (by assignment).
  • Learns job-related material through on-the-job training regarding equipment safety, repair, and construction techniques.
  • Communicates with crewmembers and other City employees to give directions, explain work situations, and plan work. Keeps records and prepares reports as required. Completes daily work logs and work order forms.

ADDITIONAL EXAMPLES OF WORK PERFORMED:

  • Duties require initiative and independent judgment in the care and operation of heavy maintenance and/or construction equipment, as well as mechanical aptitude and skillful coordination of eye, hand, and foot movements.
  • Employees work under the hazardous conditions associated with electricity, moving traffic, underground utilities, and adverse weather conditions, and have responsibility for the safety of workers connected with the operation of equipment, including the use of appropriate safety equipment and procedures.
  • Employees may be called out for emergency repairs, and must be willing to work overtime and scheduled standby.
  • A Heavy Equipment Operator may assist in the supervision of a small crew, depending on assignment. Work is often performed without immediate supervision, but is checked by department personnel for adherence to safety regulations, promptness in completing assignments, and the effectiveness with which loading, unloading, transporting, and related functions are conducted.

REQUIRED KNOWLEDGE AND ABILITIES:

Knowledge of:

  • Functions, operating methods, and care required for a wide variety of heavy maintenance and/or construction equipment;
  • The hazards and applicable safety precautions for heavy equipment operation;

equipment capabilities, limitations, and safe operating characteristics;

  • Traffic laws, ordinances, and regulations relating to the operation of equipment; and street surfacing materials, including asphalt, other petroleum products and aggregates, and street paving processes.
  • Skill in the efficient and safe operation of assigned equipment.
  • Construction and Concrete experience

Ability to:

  • Effectively perform work assignments in accordance with verbal and written instructions

  • Work independently in performing regular duties

REQUIRED QUALIFICATIONS

Minimum Qualification(s) Required.

  • Any combination of training, education, and experience operating medium to heavy maintenance and/or construction equipment with a demonstrated skill level on equipment is required.
  • Graduation from high school or GED
  • Pre-employment: Must pass background check, physical and drug screen
  • Random: This class is subject to DOT Federal Motor Carrier Safety Administration (FMCSA) drug and alcohol testing as outlined in 49 Code of Federal Regulations (CFR) Part 382.
  • Must possess, and maintain, a valid Tennessee Driver’s License.
  • CDL license preferred, but not required.
