City of Shawnee is Hiring an Assistant Project Engineer Near Shawnee, KS

The Assistant Project Engineer is an entry level engineering position involved in the design and construction of capital improvement projects for streets, storm sewers, ADA compliance, streetlights, traffic signals, parks, and/or facilities. This position will be involved in the preparation and review of engineering reports, construction drawings and specifications, construction cost estimates, and administration of construction contracts. Responsibilities also include investigating citizen complaints. The hiring range for this full-time, non-exempt position begins at $26.65 per hour (DOQ).

Position Responsibilities

Project Administration. Assist the Project Engineers and consultants with administration of construction contracts including, but not limited to, issuing the notice to proceed to the contractor; attending pre-construction and progress meetings; processing shop drawings, change orders, and contractor's applications for payments. Obtain sales tax exemption certificate and issue to contractor, obtain permits from local and state regulatory agencies as required, confirm contractor has active City of Shawnee business license.

Construction Drawings and Specifications. Review construction drawings and specifications prepared by the consultants, under the tutelage of the Project Engineers, for compliance with applicable design and construction standards. Utilize ESRI ArcGIS to create and prepare maps and exhibits.
Construction Cost Estimates. Review construction cost estimates prepared by the consultants to ensure anticipated costs are within budget. Complete quantity calculations, determine unit pricing, and prepare construction cost estimates for in-house design projects.
Bidding. Upload construction drawings, specifications, and addenda onto the City's on-line bidding service. Prepare bid tabulations and make bid results available to the public after bids are opened. Prepare construction contracts for execution by the contractor and the City.
Easements and Rights-of-Way. Review easement and right-of-way documents for capital improvement projects. Research land records to determine easements and rights-of-way as necessary to resolve issues and concerns on private property or public rights-of-way. Work with the City Attorney and County Appraisers during condemnation procedures. Obtain written permission from property owners for ingress-egress across private property. File documents at the Register of Deeds.
Utility Coordination. Assist with utility relocations required by capital improvement projects. Attend utility coordination meetings and resolve conflicts by requiring the utility company to adjust their facility or modify the design of the proposed improvements.
Technical Assistance. Provide technical assistance to Public Works and other City departments on an as-needed basis. Prepare sketches for street, storm sewer, and park repairs for use by Public Works and Parks and Recreation maintenance crews
Special Assessments. Assist with assessment costs and information for assessment hearings, and allocate assessments on subdivided property.
Customer Service Requests. Investigate Customer Service Requests (CSR's) and other citizen complaints concerning capital improvement projects. Take appropriate action such as directing contractors to perform work as needed, issue work orders to Public Works or Parks and Recreation maintenance crews, or work with the City's consultant to resolve the complaint.
Safety. Familiarity with safety requirements of the job and general work area and follows all safety procedures. Identifies and reports workplace hazards.

Records Management. Maintain various computer databases including street inventory and pavement maintenance, stormwater geographic information systems (GIS), citizen complaints, and work orders issued to Public Works and Parks and Recreation maintenance crews.

Inspection. Inspect capital improvement projects for compliance with drawings and specifications. Make periodic site visits to verify progress against schedule, pay applications. Assist with monitoring projects for compliance with applicable sediment and erosion control measures.

Emergency Operations. Participate in snow removal, ice control and other emergency operations during off-duty times and during regular work hours.

Surveying and Field Work. Assist with elevation surveys. Collect and analyze field data, and prepare accurate and detailed reports summarizing the field data.

Minimum Qualifications

  • Bachelor's degree in Civil Engineering or related field (Environmental, Construction, GIS) from an accredited college or university.
  • Experience in the design, construction and project management of public infrastructure to include any of the following: public buildings, park facilities, streets and/or storm drainage improvements is preferred.
  • Fundamental in Engineering (FE)/Engineer In Training (EIT) certification is preferred.
  • A Commercial Driver's License class A or B, or the ability to obtain within 180 days of employment.

Work Schedule

This position generally generally works eight hour days, 8:00 am to 5:00 pm, (excluding holidays). This position may be required to respond and participate in snow removal and ice control operations during off-duty times when necessary to mitigate the emergency. Emergency response shifts begin upon arriving at work site and can occur anytime, day or night, seven days per week INCLUDING HOLIDAYS. Some emergency shifts are twelve hours on with a minimum of eight hours off between shifts.
